Geneva Centre for Security Sector Governance

DCAF – Geneva Centre for Security Sector Governance is dedicated to improving the security of states and their people within a framework of democratic governance, the rule of law, respect for human rights, and gender equality. For our Operations Middle East and North Africa (MENA) Division, we are looking for a highly dedicated and dynamic individual to be our next Programme Manager – Ramallah/oPT (100 %)

  • Location: Ramallah, occupied Palestinian Territory (oPT)
  • Starting date: 01 March 2023 or upon mutual agreement
  • Duration: 2 years contingent on funding (with possibility of extension)

The role

  • Reporting directly to the Head of the Middle East Desk of DCAF’s MENA Division at its Geneva based headquarters, the Programme Manager is responsible for overseeing the main programme related to Palestinian Security Sector Governance and Reform (SSG/R) in the oPT.

The Programme Manager is responsible for its strategy and implementation. His/her duties and responsibilities shall include, but not be limited to the following:

  • In close coordination with DCAF’s MENA management, manage the programme, including overseeing the design, planning, implementation, monitoring, evaluation and reporting
  • In close coordination with DCAF’s MENA management, manage the programme’s team
  • In a delegated capacity, represent DCAF in Israel/oPT; liaise, coordinate and negotiate with all relevant stakeholders, including executive and legislative authorities, police and security forces, community leaders, civil society, and media
  • Oversee all organisational, administrative, financial aspects of programme and office management
  • Develop donor relations in close coordination with HQ and identify new opportunities for expansion of the programme
  • Contribute to the development and revision of the country as well as the regional/divisional strategy
  • Contribute to substantial knowledge production and/or sharing on SSG substantial aspects of DCAF’s programme in Palestine
  • Closely and continuously monitor and report on the political and social environment in the area of responsibility
  • Draft and submit update reports, political analyses and other content papers as required

YOUR EXPERIENCE

Education, knowledge and experience

  • An advanced degree in political or social sciences, business administration, public administration, law, development studies or related fields
  • Proven conceptual knowledge and technical expertise in areas such as security sector reform, good governance, rule of law, public administration
  • A minimum of 7 years relevant work experience, preferably in the MENA region and/or in the oPT
  • A minimum of 5 years of experience in leadership and project management, including experience managing multiple grants/budgets, staff (both operations and support staff) and programmes
  • Good understanding of SSG and familiarity with SSG substantive issues, preferably in the MENA and/or the Palestinian context
  • Written and oral fluency in English; working knowledge of Arabic is considered an asset
