Functional Responsibilities

Under the overall guidance of the LIFT Fund Director and direct supervision of Technical Team Lead, LIFT Fund and in accordance with the UNOPS policies, procedures and practices, the Programme Management Specialist (Relief and Resilience) will be carrying out the following duties:

  • Design and management of the LIFT Humanitarian responses aligning with the LIFT reset framework

    • Analyze humanitarian needs developments across Myanmar’s different states and regions
    • Obtain and communicate LIFT partners updates on the humanitarian crises context
    • Mobilize resources and design conflict-sensitive humanitarian responses aligning with LIFT programmes
    • Monitor the implementation of humanitarian responses and ensure that downstream and upstream accountability mechanisms are in place
    • Support local partners in their reporting obligations to LIFT for humanitarian responses
    • To expand, scale up and intensify LIFT’s Humanitarian response as the crises develop and the needs increase
    • Ensure that safety and security support is provided to LIFT partners in humanitarian responses
  • Integrate a humanitarian approach into LIFT’s medium and long term strategic goals on livelihoods and food security

    • Contribute to future LIFT strategy development from the humanitarian-development nexus perspective
    • Ensure that humanitarian responses align with food and nutrition security, and livelihoods programming
    • Ensure that humanitarian responses are evidence-based
    • Link humanitarian responses with longer-term recovery measures
  • Coordination and knowledge sharing across different LIFT teams and external humanitarian stakeholders

    • Chair the FMO humanitarian working group’s regular meetings
    • Representing LIFT, participate in external humanitarian coordination meetings and events at the national level
    • Coordinate with the geographic teams to integrate humanitarian responses into their programmes
    • Capture and disseminate knowledge and information on the humanitarian context in Myanmar
    • Coordinate with other technical specialists at LIFT FMO, such as Gender, Conflict Sensitivity Advisor, Localization Specialist, and Safety & Security Officer, to ensure that the humanitarian response aligns with the overall LIFT reset goals and strategic priorities
    • Contribute to LIFT reporting through analysis of the humanitarian response in coordination with the MEAL team

Education/Experience/Language requirements

Education

  • A Master’s degree in rural development, economics, social science, development studies, or related fields is required.
  • Additional 2 years of similar experience with a Bachelor’s Degree is considered equivalent.

Work Experience

  • A minimum of 5 years of experience in project development and implementation, monitoring, and evaluation of humanitarian and development projects in Myanmar is required.
  • Experience in designing and implementing humanitarian responses is required.
  • Knowledge of the political, economic, and social situation of Myanmar is required.
  • Previous successful involvement with, and good knowledge of UN, NGOs, and civil society would be a major asset.
  • Familiarity with operational contexts and conflicts in Myanmar is a major asset.
  • Computer literacy in Microsoft packages (MS Word, MS Excel, MS Access) is required. Experience with Google Suite is highly preferred.

Language

  • Fluency in both written and spoken Myanmar language and English is required.
