Sustainable Development Cluster (SDC) supports diverse partners with their peacebuilding, humanitarian and development operations. It was formed by combining the following portfolios: Grants Management Services (GMS), UN Technology Support Services (UNTSS), Development and Special Initiatives Portfolio (DSIP) It provides Services to partners’ programmes that are designed, structured, and managed with a global perspective and primarily serving partners that are headquartered in New York. The SDC has a footprint of approximately 125 countries.

UNOPS has signed an agreement with the United Nations Office for Counter Terrorism (UNOCT) to implement the project activities for the International Hub on Behavioural Insights to Counter Terrorism.

The ‘International Hub on Behavioural Insights (BI) to Counter Terrorism’ has been established as a UNOCT Programme Office in Doha, the State of Qatar, through an Agreement signed between UNOCT and the State of Qatar on 15 December 2019, as well as a contribution agreement signed on 8 December 2020, to perform three core functions: (conduct and advance research in behavioural sciences to better understand the drivers and factors contributing to radicalization leading to violent extremism and terrorism; provide capacity- building assistance to Member States, regional organizations and civil society partners to develop and implement programmes, projects and initiatives that integrate behavioural insights to counter terrorism; and promote communication, outreach and partnerships to share knowledge, expertise, experiences and lessons learned on behaviourally informed counter- terrorism interventions.

The incumbent of this position will be a personnel of UNOPS under its full responsibility.

Functional Responsibilities

Purpose and Scope of Assignment

Under the supervision of the Senior Portfolio Manager, the Programme Management Specialist (BI Academy Trainer) will perform the following responsibilities:

  • Develop training materials for the local context, based on the provided curriculum, and submit to the BI Hub team for review and approval:

    • Explain what is meant by behavioral insights in the context of Counter Terrorism (CT) / prevention of violent extremism (PVE).
    • Describe how, when and why human behavior deviates from traditional political, economic and social models and how this affects policy outcomes in CT/PVE programming
    • Illustrate examples of how behavioral insights have been applied in practice to improve CT/PVE projects and interventions.
    • Identify opportunities to apply behavioral insights to improve policy outcomes, programming and interventions within your field for CT/PVE
    • Apply the TESTS and EAST frameworks to a policy problem
  • Conduct a five-day in-person training for up to 40 people, in Doha/Qatar, or other location if required

  • Measure knowledge increase and training impact and satisfaction and also submit prior to the training with the other materials detailed in point number one.

  • Develop a monitoring and evaluation tool to measure the increase in knowledge of beneficiaries as a result of the training, as well as gather feedback on their satisfaction and on the impact of the training

  • Produce and submit a final summative report on the trainings within two weeks of the completion of the training

  • Timely delivery of outputs as outlined in the Terms of Reference. Quality of materials produced and approval of all products/deliverables/outputs by the Senior Portfolio Manager.

Education/Experience/Language requirements

Education**

  • Advanced university degree (Masters or equivalent) preferably in psychology, business administration, management, economics, criminology or related field.
  • A first-level university degree in combination with two (2) additional years of qualifying experience may be accepted in lieu of the advanced university degree.

**Work Experience

Required experience:**

  • A minimum of five (5) years of progressively responsible experience in area pertaining to behavioral insights to counter terrorism is required.

Desired experience:

  • Experience working on issues related to counterterrorism or prevention of violent extremism is desired.
  • A minimum of seven years of experience working on developing and delivering training at the national and/or international level is desired.
  • Experience working with international multi-agency projects or programmes is desirable.

Language

  • Fluency in English (write, read, talk) is required.

Contract type, level and duration

Contract type: Individual Contractor Agreement (ICA) Retainer – A retainer contract is issued for a period of time during which the services of the individual contractor are required intermittently. The individual contractor agreement on retainer basis will specify a “unit price” per day worked. For budgetary purposes, a monetary cap will be determined when the contract is awarded and issued. Please note that the retainer contract will not provide for a minimum, and payment will be made only after completion of work

Contract level: International Individual Contractor Agreement (I-ICA 2/ICS-10)

Contract duration: Open-ended (renewable subject to funds availability and satisfactory performance)
