Functional Responsibilities

Under the direct supervision of the Programme Manager based in ARHC office in Thailand, the Programme Management Senior Officer shall be responsible for the following functions –

  1. Organization and functioning of coordination mechanism
  • Support the development and dissemination of draft meeting agendas in consultation with key partners, including coordination of relevant inputs to key decision points, liaising with presenters, and contracting of external facilitation support (if required);
  • Coordinate all administrative and logistical arrangements for meetings, including dissemination of invitations, contracting of meeting venue, support to travel of participants and coordination with local partners / authorities where required;
  • Draft, revise and disseminate meeting minutes and key decision points in a timely manner.
  1. Good governance in line with Global Fund policies
  • Ensure all proceedings uphold standards of good governance practice and adhere to relevant policies; accordingly manage participation, decision points / quorum, nomination/election, Chair and Vice-Chair, and implementation of Global Fund Conflict of Interest policies;
  • Support the Chair and members to ensure adherence to the TORs and other policies as applicable;
  • Facilitate the selection/nomination of participants in line with policies and established procedures;
  • Support the execution of decisions and facilitate and support activities of the Chair as required;
  • Support the Programme Manager to plan and manage the operational budget;
  • Maintain custody of all documents, including governance documents and policies, proposals/concept notes, grant performance and oversight reports, minutes, key communications/correspondences, progress reports, etc.
  1. Oversight activities
  • Support collection and consolidation of programmatic information, including preparation of presentations / summary reports as necessary;
  • Support dissemination of relevant information in a timely manner and concerned stakeholders in accordance with agreed feedback protocols;
  • Consolidate, compile and support the analysis of relevant grant-related information in collaboration with PR/SRs for circulation to the steering committee and other stakeholders as necessary;
  • Coordinate and provide logistical / administrative support for other oversight activities (Oversight Committee meetings, oversight visits, ad hoc reviews, etc.);
  • Support the process for selection of Sub-recipients;
  • As necessary, coordinate inputs/endorsements on funding re-allocation (e.g. reprogramming of savings and development of Funding Requests);
  • As necessary, facilitate the engagement of selected technical experts to provide guidance and oversight.

Education/Experience/Language requirements

Education

  • A Bachelor’s degree preferably in public health, medicine, epidemiology, health economics, sociology/anthropology and health, or related disciplines, business administration, public administration, international relations or related subjects is required.
  • A Master’s degree in the areas above is desirable and would compensate for 2 of the required years of experience

Experience

  • At least 4 years Experience in programme/project management, grant management and/or fund management is required
  • Solid practical experience in working with the UN, non-governmental organizations, public sector and/or civil society is required.
  • Knowledge and experience of working in Greater Mekong Sub region countries (such as Cambodia, Lao PDR, Myanmar, Thailand, Vietnam) is a strong asset. Previous experience in South and/or South-east Asia is an asset.
  • Experience and understanding of working in cross-border areas is a great asset.
  • Knowledge of public sector financial rules, procurement and/or grant-making practices is an asset.
  • Prior experience in public health policy dialogue/development at a high level is an asset.
  • Knowledge of aid architecture in health with previous experience working in the context of Fund/Grants Management is an asset.

Language Requirements

  • Fluency in English is required.
  • Fluency in other languages of Greater Mekong Sub region countries (such as Cambodia, Lao PDR, Myanmar, Thailand, Vietnam) is a great asset.
