Org. Setting and Reporting

This position is located in the Centre for Humanitarian Data, Information Management Branch, Office for the Coordination of Humanitarian Affairs (OCHA) in The Hague, the Netherlands. OCHA is the part of the United Nations Secretariat responsible for bringing together humanitarian actors to ensure a coherent response to emergencies. OCHA also ensures there is a framework within which each actor can contribute to the overall response efforts. OCHA’s role in information management is unique, differing from the role of other UN agencies or humanitarian actors because it is responsible for consolidating and publishing information across the whole spectrum of humanitarian response so that local and international actors can use the information to make life-saving policy and operational decisions.

The Programme Management Officer reports directly to Senior Programme Officer for the Centre for Humanitarian Data.

Responsibilities

Within delegated authority, the Programme Management Officer will be responsible for the following duties:

– Participates in the development, implementation and evaluation of assigned programmes/projects, etc.; monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and tracks follow-up actions.
– Performs consulting assignments, in collaboration with the client, by planning facilitating workshops, through other interactive sessions and assisting in developing the action plan the client will use to manage the change. This includes the coordination of in-person and online events and workshops that are hosted by the Centre; support and promote events in which Centre personnel are participating.
– Researches, analyzes and presents information gathered from diverse sources.
– Assists in policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies.
– Undertakes survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions.
– Prepares various written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, reporting to donors, OCHA internal reporting requirements etc.
– Provides substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.
– Undertakes outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities.
– Participates in or lead field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc.
– Coordinates activities related to budget and funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.). This includes support to the administrative related tasks for the OCHA office in The Hague which includes the Centre for Humanitarian Data.
– Performs other duties as required.

Education

Advanced university degree (Master’s degree or equivalent) in business administration, management, economics or a related field is required. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of five years of progressively responsible experience in project or programme management, administration or related area is required.

Experience in the UN Common System or similar international organization is desirable.

Experience working on data, technology or innovation projects is desirable.

Experience with budgeting and financial management is desirable.

At least two (2) years in the past five (5) years of international field experience in
humanitarian or development setting is desirable.

Languages

The working languages of the UN Secretariat are English and French. For this position, fluency in English (both oral and written) is required. Knowledge of another UN official language is desirable.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

Special Notice

This position is temporarily available for an initial period of three (3) months, with the possibility of extension. The selected candidate is expected to start as soon as possible. If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment.

While this temporary assignment may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post.

Staff members of the United Nations common system organizations who will reach the mandatory age of separation or retirement within the duration of the current temporary need period are not eligible to apply.
