2.1 Grants Management

  • Conduct Due Diligence for new Implementing Partners, follow-up Due Diligence Assessments with existing Implementing Partners in coordination with different subject matter experts.
  • Ensure due diligence assessment is completed on time and to required quality as per UNOPS policies
  • Take lead role in Fraud and Embezzlement case coordination including logging, preparing memo for donors, checking quarterly reports, following up on recovery and documenting all cases.
  • Ensure compliance with sanctions list for all grants/Implementing Partners and maintain track & screening log for all Implementing Partners and sub-partners,
  • Ensure verifications of Implementing Partners on OHCHR Fact Finding Missions and other sanctions list including downstream partners
  • Take lead role in Risk Mapping – New and existing Implementing Partners and Sub-patners and maintain mapping log
  • Follow up with IPs on action plan against DDA to track progress and completion.
  • Proactively identify risk mitigation measures as part of downstream risk management.
  • Ensure all UNOPS corporate due diligence measures are implemented as part of ffctive grants management.
  • Act as primary focal point for any risk assessment software/database UNOPS Myanmar may subscribe to.
  • Keep improving existing Due Diligence Assessment questionnaire and other tool kit for all funds
  • Provide support to Implementing Partners in strengthening documentation and processes in the identified areas of improvement through Due Diligence Assessment
  • Provide assistance to grant focals & grantees on timely completion of Due Diligence Assessments follow-up actions by the Implementation Partners
  • Organize orientation for Fund Management Offices and Implementing Partners on existing and New Due Diligence Assessment documentation and processes.
  • Take lead in training personnel and IPs on standards of conduct, fraud prevention etc in coordination with relevant stakeholders.
  • Provide quality assurance on grants and contracts management cycle as assigned by the supervisor.

2.2 Knowledge Management and innovation

  • Keep abreast of and incorporate latest/best practices, approaches and technology to strengthen the Due Diligence Assessment processes, approach and lesson learned.
  • Keep Due Diligence Assessment questionnaire updated regularly to meet the organization’s need in the continuously changing operational context and associated risks.
  • Maintain close coordination with relevant forums and offices having similar Due Diligence Assessments compliance initiatives for strengthening the management of grants across MMCO and other UNOPS offices
  • Provide assistance to other UNOPS offices as focal for MMCO fund lead on grants Due Diligence Assessments and compliance as and when required.

Education/Experience/Language requirements

Education

  • A Master’s degree in Accounting, Financial Management, Treasury Management, Business Management, Business Administration or related field is required.
  • A Bachelor’s Degree in combination with 2 additional years of experience relevant to above duties and responsibilities may be accepted in lieu of the Master’s Degree.
  • Certification in PRINCE2 or PMP is preferred.
  • Certified Public Accountant or equivalent professional qualification is an asset.

Work Experience

  • A minimum of 5 years of progressively responsible experience in compliance, fraud prevention, law, or project management/related area in a private or public organization is required.
  • Experience in fund/contract or/ and grant management operations is a distinct advantage.
  • Experience in building and leading successful teams is an advantage.
  • Good understanding of UNOPS financial rules and regulations is an advantage.
  • Experience with Google workspace is an asset.
  • Working knowledge of ERP and using financial management electronic systems is desired.

Languages

  • Full knowledge of English and Myanmar language is essential.
