Chemonics seeks a Programme Lead to join our Manahel Programme team, implementing U.K. Foreign Commonwealth and Development (FCDO)-funded programming. Chemonics International Inc. is a US-based international development consulting company, operating in over 95 countries. The Programme Lead will work under the supervision of Manahel’s Team Lead and in cooperation with the other Manahel teams, including grants and Monitoring, Evaluation and Learning (MEL), to ensure Manahel’s interventions are results-oriented and that deliverables are high in quality and provided in a timely manner. The role will be part of the core Manahel technical team who will develop, design, and plan Manahel’s integrated interventions to enhance access and quality of education for all children. They will identify, develop, and monitor implementation of Manahel’s psychosocial and inclusive education training modules to strengthen psychosocial support and improve learning environment as well as the protection and psychosocial well-being of learners, teachers, and other education personnel. The Programme Lead will work closely with the technical teams to ensure the integration and streamlining of child protection principles as part of the Manahel education quality interventions.

They will uphold Manahel’s safeguarding standards at all times and will promote a safeguarding culture among partners, beneficiaries, and staff. They will also foster and maintain good relationships with potential and actual grantees, will disclose any affiliations that could be perceived as a conflict of interest, and will maintain confidentiality regarding programme activities.

Responsibilities:

  • Ensure use of existing best practices and innovative learning methods in Manahel’s integrated education intervention and its implementation
  • Ensure integration, synergy, and cohesion among project interventions
  • Participate in work planning and follow-up with relevant stakeholders to assure that the workplan is conducted with the desired quality
  • Develop activities and redesign activities (education and protection) in light of MEL and research findings
  • Work with consortium partners, including sub-grantees and vendors, to ensure their deliverables’ quality and integration
  • Ensure coordination with NGOs in the education cluster and downstream partner non-governmental organizations (NGO) on programme activities, and with education actors to facilitate the integration of child protection practices and protocols at both school and directorate levels
  • Participate and engage in technical meetings, maintaining relationships with the client, officials, downstream partners, and other implementing partners
  • Supervise a team of officers/managers, and evaluate their performance to achieve programme’s objectives
  • Work with relevant stakeholders to implement the system strengthening activities to assure that the capacity building of the education directorate is strengthened to develop and implement policies
  • Assist with arrangements for Education and Psychosocial Support/Inclusion conferences for stakeholders and beneficiaries
  • Ensures the technical quality of design and delivery of education / psychosocial training modules, continually incorporating feedback from the field and MEL activities.
  • Oversee the technical implementation of the training modules by local partner(s) or staff
  • Work closely with the MEL manager to develop monitoring and evaluation tools and plans related to child protection interventions
  • Work closely with the communication and learning manager to provide inputs for monthly, and quarterly reports, success stories, and ad-hoc requests for information from the client
  • Work closely with the risk advisor on reporting any programme related risk and discuss best ways to mitigate and respond to risk incidents
  • Support the education officer to implement and monitor literacy and numeracy activities
  • Support the protection specialist to implement and monitor child protection activities
  • Support the senior programme officer on implementing and following up education access activities
  • Maintain track of safeguarding reports and concerns and report them to the client on monthly basis
  • Actively contribute to the project’s strategic analysis to ensure alignment of programme objectives with the evolving conflict, political and security situation in Syria
  • Contribute to a wide range of project communication products, leveraging the full spectrum of available programmatic and researched-based data to create, in coordination with the technical team and FCDO products that demonstrate the programme’s strategy, impact, presence and preparedness for rapid risk mitigation

Qualifications:

  • Bachelor’s degree in a relevant field, or relevant professional experience, is required.
  • Demonstrated experience in leading programme teams with specific education and/or child protection experience
  • Strong understanding of best practices of child protection and psychosocial support activities
  • Strong understanding of best practices of inclusive education for vulnerable children and children with disabilities
  • Experience mentoring and providing technical oversight to staff preferred
  • Strong understanding about the context, conflict and security situation in Syria, previous experience in Syria strongly preferred
  • Experience working with different levels of stakeholders; local actors, local and International NGOs
  • Knowledge of the political humanitarian and education sector dynamics within the Syrian context
  • Team player with strong communication and writing skills
  • Demonstrated leadership, versatility, and integrity
  • Fluency in Arabic, with strong speaking and writing skills in English
