Role & Responsibilities

The Programme Funding Manager plays a critical role in the Medair Jordan programme to ensure the grants’ portfolio is managed well, as well as to ensure the programme is strategically placed to scope out and asses new funding opportunities.

The role is responsible to lead, coordinate and facilitate the programme and communications team throughout the grant management life cycle, which includes the identification of funding opportunities, preparation of proposals (institutional & private donors), effective implementation (e.g. kick-off meetings, award reviews, documentation, indicator tracking, kick-off, lessons learned, etc), liaison with donors and Medair GSO (Global Support Office) and Affiliate Offices, submission of reports, documentation management compliance to donor rules & regulations, closure of the grants, and audits, and the creation of communication outputs. The role will research new funding sources and support the Senior Management Team (SMT) in donor relationship management when required.

Project Overview

Medair has been operational in Jordan in response to the Syrian crisis since 2012. Medair operates in the areas of health, social protection and MHPSS programming , targeting both Syrian and non-Syrian refugees as well as vulnerable Jordanians residing in Amman, Mafraq, Irbid and Zarqa governorates.

Key Activity Areas

Donors Relations Management

  • Support the SMT in developing and maintaining efficient donor relations with the representatives of relevant funding partners to secure funding for the country programme.
  • Keep up to date with trends and analyse institutional donor funding opportunities for Jordan, providing advice to senior management. Represent Medair at country-level meetings with donors.
  • Coordinate donor visits and creation of materials for donor presentations, desk reviews, etc.

Grant Management

  • Coordinate and facilitate the drafting and presentation of all concept notes, proposals, operational and financial reports related to the Jordan programme, in collaboration with other relevant staff members.
  • Ensure all grants are effectively designed, implemented, reviewed and closed, by coordinating & facilitating the wider Medair teams
  • Maintain accurate and up to date essential award management documentation (e.g. proposals, plans, contracts, reports, etc) throughout the lifecycle, using the appropriate information systems;
  • Prepare and manage timelines for preparing proposal and report submissions and provide templates, guidelines and donor-specific advice to ensure that all involved staff members are aware of their needed contributions.
  • Work with senior management on the implementation of a sustainable country strategy plan.
  • Coordinate and track institutional and private donor proposals and reports, in consultation with the SMT, other senior managers, affiliate offices (when relevant), GSO staff (technical advisors and finance partner) and the Head of Country Programmes (HCP). Support the writing & editing of these documents as required
  • Provide compliance advisory support to programme and finance team members to avoid negative audit findings; be instrumental in response to audit findings in the coordination of improvements within teams.

Quality Management

  • Advise on project implementation to meet institutional donor and sector requirements.
  • Ensure reports are produced to a high standard, compliant with donor guidelines, deadlines and contracts.
  • Support the Communications Assistant to ensure visibility and communication compliance by the wider team across project sites and during implementation.
  • Promote the integration of programme quality expectations (including Humanitarian Principles, the Core Humanitarian Standard, Sphere, donor and Medair standards) in project design and implementation.

Communication

  • Oversee the institutional donor visibility budgets, conditions, requirements and outputs and coordinate the visibility procurement process with relevant teams.
  • Develop framework agreements and TORs for local photographers, videographers, designers and visibility suppliers.
  • Manage the planning, coordination and delivery of field visits for visitors, photographers, journalists or media crews.
  • Support with preparing information and fundraising materials according to targets set by the SMT (e.g. donor packs, direct marketing resources, thank-you videos, stories, etc.).
  • In all communications responsibilities, collaborate with the Communications Assistant for technical guidance, direction and support including other communications related tasks as deemed necessary.

Qualifications

  • University degree in a relevant subject such as Charity Management, Management Development Studies, Business Administration, International Development or another relevant technical subject.
  • Excellent working knowledge of the English language (speaking and writing).

Experience

  • Two years of professional experience in funding/proposal writing in a humanitarian, development or charitable context.
  • Knowledge of Humanitarian Essentials, Sphere and HAP Standards and other protocols.
  • Advanced planning, assessment and analytical skills.
  • Numerate and able to understand and work with project budgets, financial reports and financial management systems. Proven and successful report and proposal writing skills.
  • Experience of maintaining grant management systems. Good negotiation and networking skills.
  • Excellent interpersonal, communication and networking skills, including the ability to develop and manage effective relationships with current and new donors.
