Context

Terre des Hommes Netherlands (TdH NL) is looking for a Program Director (PD), full time, to be based in Hague, Netherlands. Together with the Managing Director (MD) and the Operations Director (OD), the PD will form the International Executive Team (IET). Within this Team, the PD will be responsible for all programs entrusted to the TdH NL organization and responsible for the teams working on these programs. To

this extent the PD will manage the two Directors of Region (Asia and Africa) and three to four support departments in the office in The Hague. As we are currently in a process of restructuring, adapting our program organization to our ToC, core program and relevant primary program process, the teams in the Hague are not yet 100% designed. In addition to these support teams, the PD will be supported with a PM&E and Learning Team and an Advocacy Coordinator. The role is critical in providing technical expertise as well as programme management in support of projects and programmes implemented in Europe, Asia and in East Africa and Madagascar, and with potential to grow the portfolio into other countries as well.

In the Executive Team the PD, while having his/her core focus on program development, management and implementation, will work closely together with the OD who will have his/her focus entirely on internal support processes to make sure the organization will be efficient, agile and successful in its global operations. The Managing Director will primarily focus inside the organization on building and developing of the Executive Team and outside the organization on external relations, representation at donor level and relevant advocacy platforms. The MD will also be key accountable for Integrity and Compliance of the organization and for its Resource Mobilisation and therefore line manage the Integrity and Compliance team and the Marketing, Fundraising and Communications Team. In addition, the MD will lead strategy development, strategic alliances and partnerships and through a separate foundation the Terre des Hommes Retail Foundation.

General characteristics of the organization

Terre des Hommes Netherlands is a relatively flat organization, with an annual budget of around Euro 25Mio, 150 employees and working in approximately 10 countries in South and South-East Asia, East Africa and Madagascar. TDH Netherlands is part of the international federation of Terre des Hommes organizations (TDHIF), a strategic partnership of member organizations sharing the same brand name and core values for joint lobby and advocacy around children’s rights.

Background

Terre des Hommes Netherlands (TdH NL) works with communities and governments to strengthen local child protection mechanisms (in development and or emergency situations) and works with sector partners and corporate partners to exclude child exploitation in value chains, to ensure that children and youth can continue their development in a safe environment and realize their full potential. Globally, Terre des Hommes Netherlands focuses on ending Child Exploitation (CE) as the overall theme of our work. Under our new Global Strategy (2021 – 2025), TdH NL is redefining and refining its overall role as a child rights organization to engage more deeply into identifying, exposing and responding to hidden and emerging forms of child exploitation taking place all over the world. This includes addressing CE in humanitarian situations as well. Our work in stopping child exploitation is grounded in the UNCRC and seeks to support the achievement of Sustainable Development Goals.

TdH NL continues to build on our previous experience on themes such as child trafficking and unsafe migration, addressing the worst forms of child labour, child abuse and stopping sexual exploitation of children (including online child sexual exploitation). TdH NL will continue to widen its scope and target all forms of hidden and emerging exploitation happening to children, aiming to stop exploitation so children can be children.

Aligned to our new strategy and many years of experience as a child rights organization we aim to consolidate our expertise and programme management to bring about sustainable and systemic change in the lives of children and to hold duty bearers accountable.

Terre des Hommes Netherlands is part of the international federation of Terre des Hommes organizations (TDHIF), a strategic partnership of member organizations sharing the same brand name and core values for joint lobby and advocacy around children’s rights. In the past five years, Terre des Hommes Netherlands has diversified its funding base and now successfully applies for major institutional grants and sponsorships. The organisation has also seen an encouraging confluence of energy on its main issues, i.e. online child sexual exploitation and child labour in mica mining industries. The organization also has a greater understanding than ever before on the centrality of child protection, safeguarding and inclusive participation (i.e. girls and boys) as well as strategic partnerships to all development outcomes embodied in the Sustainable Development Goals (SDGs). With its new multi annual strategy developed in 2021, TDH Netherlands will increasingly focus on uncovering and reporting on new and underexposed forms of child exploitation. And in a multi stakeholder environment add value as a catalyst for awareness raising and bridge-builder for systemic change

Core Responsibilities

1. Strategy and policy responsibilities (20%)

● Lead the overall development and implementation of the programme strategy and policy

● Ensure firm technical steer in the defined strategic direction, setting clear operational goals, problem solving and timely planning implementation

● Support development of tools, processes and guidelines for the successful implementation of the strategic plan

● Ensure required competencies and capabilities are in place to ensure a successful implementation of the strategy

● Engage key stakeholders and support the building of strategic partnerships for the execution of the strategy

● Support translation of the corporate strategy into operational and business/programme strategies

2. Programmatic responsibilities (35%):

● Line manage the Directors of Regions and HO support teams and develop the direct reports to support the implementation of the programmatic responsibilities; ● Ensure thorough development of program models and strategies and follow-through on implementation.

● Design, develop and own the process for setting, tracking, evaluating, and presenting progress on programmatic priorities.

● Incubate new priorities and areas of exploration for the department including the development of key strategic choices, establishment of decision criteria, and the management of unearmarked resource allocation against these exploratory areas, ensuring rigorous strategy development, measurement, and implementation.

● Oversee and ensure outputs horizontal networks in the organisation focussed on child protection, safeguarding and participation

● Ensure data and strategic insights are integrated into the strategic decision-making processes of the department and

● Guide, anticipate and influence the impact of organisation strategies as informed by the core programme and the Theory of Change (TOC)

3. Operational responsibilities (15%):

● Translates organisation’s priorities/department direction into an actionable department plan to enhance effectiveness and ensure goals are met.

● Define, lead, and optimize annual planning processes (e.g., resource, strategy and portfolio planning) and coordinate departments outputs for organisation-wide deliverables.

● Facilitate cross-departmental and cross-organisation best practice sharing, calibration of strategy, planning and program management roles, and a community of practice for staff in strategic and programmatic roles.

● Work closely with the Executive Team to regularly review and update organisational processes and procedures for operational excellence and integrity

4. Relationship management and advisory responsibilities (30%):

● Participates in ET and MT meetings as required and ensures follow through on IED and ET requests and feedback.

● Proactively engage with other ET and MT members, the ED, the DoO and DoR’s to ensure streamlined communication and prompt inter-departmental alignment.

● Support, coordinate and ensure clear communications and roles and responsibilities for the department’s operations and program partners to deliver impact.

● Identify and source partnerships opportunities and create a systematic, process-driven approach to partner outreach and relationship management.

● Forecast, measure and report the results of the various projects with partners, including co-created and /or co-branded lobby and advocacy, and/or media partnerships.

You should be prepared to work across a diverse set of disciplines, bridging a wide range of expertise, with a demonstrated ability to work with agility, efficiency, and diplomacy in a dynamic environment.

● Fluent in strategy development and implementation, performance management systems of goals, targets, and monitoring process (PMEL-systems and frameworks)

● Must possess excellent oral and written communication skills to represent the organization effectively and accurately to a variety of audiences as well as draft and proof-read written documents.

● The highest personal and professional integrity along with an optimistic outlook.

Education & Experience

● At least a Master’s degree in a relevant field of studies such as Social Work, Law, Economics, International Development, Strategic Management, Public Policy, or a combination of equivalent academic training and experience.

● Advanced degree and global experience, preferably in Africa and/or Asia highly preferred.

● Experience in research and systemic change strategies (Theories of Change) and business development for NGOs is highly preferred

● 15+ years of experience in roles of expanding scope, responsibility, and demonstrable results. You will bring a combination of experience in strategy

development and implementation, programme operations, performance management and impact measurement, as well as deep exposure to global child rights and humanitarian issues, in low-resource settings.

● Strong preference for individuals with an interest in cross-discipline and cross-sectoral collaboration (e.g. international NGO and volunteer engagement, investigative journalism, academic and policy research) and a background combining strategy, business development and implementation in child rights-based advocacy and awareness-raising.

We offer a salary in accordance with the function and what is common in the charitable sector, including 25 vacation days and a participation in a pension scheme. Initial contract period will be for one year with a possibility of extension.
