Dünya Doktorları Derneği Medecins du Monde Turkey (MDM-T) / Dünya Doktorları Derneği (DDD) is a Turkish based humanitarian non-governmental organisation that facilitates access to healthcare for populations affected by armed conflict, violence, natural disasters, disease, famine, poverty, and exclusion.

Our organization collaborates with partners and key stakeholders to implement projects that facilitate access to primary and secondary-level healthcare services to respond to the medical needs of displaced population. DDD is the 16th member of the Doctors of the World International Network that is committed to meeting the health needs of vulnerable people globally.

Mission Since 2015, DDD implements programs in both Turkey and Syria providing refugee and IDP communities with free access to healthcare services. DDD works with a range of humanitarian professionals and technical experts to provide Primary Healthcare (PHC), Mental Health and Psychosocial Support (MHPSS) services as well as sexual and reproductive health (SRH).

Since the beginning of the Syria and Iraqi crises, Turkey has become host to over 3 million refugees, migrants and asylum seekers which led to an increasing demand for health services. In this context, DDD’s intervention aims to assist local public health systems in providing and improving access to health and health related services to vulnerable populations among refugees and migrants in Turkey, specifically in Hatay, Izmir and Istanbul. In Syria, DDD runs health facilities Afrin provinces and Idlib to deliver health-related services to IDPs

Hierarchical links & Functional links Based in DDD Head Office in Istanbul, the Programme Director is under the line management of DDD President. S/he manages directly DDD Programmes, and S/he will directly supervise: Deputy Director(s) of Operations MEAL Coordinator Grants Coordinator Protection Coordinator Medical Coordinator

Essential Duties Design, organize and manage the implementation of the programs, donors’ strategy and the means necessary for its applications, in conjunction with the DDD Strategic Planning and Board objectives. Lead and manage a team of professionals by strengthening team cohesion and motivation.

Responsibilities Management Management and animation of its units/Department (information, setting of objectives, monitoring of activities, management of leaves, recruitment, discipline, safety, training, skills management) Planning, monitoring of the activities of his team and implementation of corrective actions if necessary and technical support to his/her team Arbitration of the measures to be taken in the event of malfunctions and / or incidents Understand and analyse the challenges of the professional association sector in their field of activity Identify the problems in his field and organize field teams accordingly Analyse and synthesize the risks and changes in their field of activity, situate them in the global context Develop and promote leadership (global vision of the executive, etc.) Plan and monitor a project Manage and follow a budget Develop action plans and indicators for monitoring and results in its field Distribute work, set priorities, and organize means and resources Evaluate and develop its employees

Interaction with technical units Contribution to the development and implementation of the overall strategy of DDD Preparation and presentation of summary and analysis files Coordination with other departments / services, particularly in terms of operation Supervision of the application of the overall management framework Support for managers in their role and responsibilities Preparation of the budget of its directorate and supervision of budget monitoring Proofreading and validation of documents (position statement etc…) according to the processes established in his field of activity Validation of DDD’s voice in its field of activity Internal and external representation in his field of activity Create and develop an internal and external network

Operations Supervision of the process of developing the multi-year operational strategy, alignment, and arbitration of priorities, in conjunction with associative bodies Management of crisis management within its perimeter Analyse and synthesize the risks and changes in DDD field of activity, situate them in the global context Supervision of the implementation and monitoring of the strategic principles of operations (rotations, etc.) Development and monitoring of network programs (MdM and other actors) Lead a collective reflection Understand and analyse the challenges of the environment (medico-social, humanitarian action …), of the association, to decline them within its scope and find a balance (distribution of resources, territorial allocations, operations VS advocacy …) Anticipate and plan an analysis on a territory (humanitarian and geopolitical)

Reporting Provide regular and upon request reporting on activities to the line-manager (bilateral meeting etc.); Provide a Mission report and/or Handover document at the end of the assignment.

Other tasks related to the position Participate in internal and external work meetings. Report any security related issues to the line manager. Any other relevant duties requested by the line manager.

Prevention of Sexual Exploitation and Abuse Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards within Dünya Doktorları Derneği and amongst beneficiaries served by Dünya Doktorları Derneği.

Expected Profile Knowledge & Qualification Degree in Public Health /Project Management or related field (Master preferred) Or relevant experience in INGO Programs management Experience At least 5 years of experience in INGO as Operations/Programs Director or at least 8 years of experience in INGO as Program Coordinator. Languages Required: English (oral and written) Preferred: French and/or Spanish (oral and written) IT & Equipment Good proficiency with Microsoft package Intellectual & Physical Analytical thinking to evaluate different approaches/solutions for a specific environment Communication & Information flow Listening skills Very strong written and spoken communication skills. Interpersonal skills and able to communicate with people at all levels. General Qualities required: Diplomatic. Flexibility and capacity of adapt to complex and changing contexts. Ability to work in an international context and collaborate with international and national experts. Familiar with multicultural environment.
