Context:

Under the direct supervision of the International Organization for Migration’s (IOM) Chief of Mission (CoM) in Georgia, and in close cooperation with Project Managers, implementation Team, technical Focal Points and other Units of the Country Office (CO), as well as the relevant units in Regional Office (RO) for Eastern and South Eastern Europe and Central Asia in Vienna and IOM Headquarters (HQ), the Programme Development and Support Officer will be responsible and accountable for design and development of programmes and projects of IOM Georgia CO and liaison with UNCT and coordination of CO’s input into UN frameworks, supporting the implementation, oversight and coordination of CO’s programmes and projects, and contributing to strategic planning and positioning, through project development, research, reporting, fundraising and donor liaison functions.

Core Functions / Responsibilities:

  1. Act as Focal Point for the design and development of new programme in close coordination with the CoM, Programme Managers, relevant RO, HQ units, governmental authorities, UN agencies, international and regional institutions, as well as partner organizations in the public and private sectors in line with the CO’s strategic and operational priorities and needs, and in line with donors’ interests and requirements.
  2. Develop policy and provide strategic recommendations and operational approaches according to the IOM Georgia Country Strategy, prevailing humanitarian and migration situation and needs, government and donors’ interest and priorities, and in line with the IOM’s global and regional strategies.
  3. Compile and analyse migration-related issues and trends in Georgia, design and oversee needs assessments and situation assessments across thematic areas.
  4. Consolidate, analyse, and assess data on programme implementation and indicators, advise and coordinate with COM and Programme Managers for the preparation of regular progress reports to be submitted to donors, partners, RO and HQ.
  5. Support fundraising efforts by establishing and maintaining regular contact with donors, including organizing and participating meetings and field visits, contributing to the development, review and distribution of project funding submissions/proposals and appeals, advising on donor policies and priorities, and ensuring the preparation of talking points and documentation in preparation of meetings.
  6. Coordinate and follow up with relevant units in the CO and RO Vienna on review, approval for submission and endorsement of concept notes and project proposals, donor reports, and any other relevant documents, in line with internal requirements and procedures, including PRIMA.
  7. Support the Resource Management Unit of CO with coordinating the administrative and budgetary aspects of new projects, including assisting with activation, processing, endorsement, records-keeping, and submissions in line with specific IOM internal requirements and procedures.
  8. Support the CO and ensure the monitoring of the progress in all aspects of coordination with the United Nations Country Team (UNCT) and United Nations (UN) Agencies, Non-Governmental Organizations (NGO), and other stakeholders; consolidate IOM Georgia CO’s engagement in and input into joint UN frameworks (e.g. Common Country Assessment (CCA), United Nations Sustainable Development Cooperation Framework (UNSDCF), Working Groups (WGs)) and efforts, including the development and coordination of joint programmes.
  9. Coordinate with the CO’s Monitoring and Evaluation (M&E) Officer to ensure M&E plans, tools and frameworks are considered and integrated into projects proposals and monitor compliance with donor regulations and agreed workplan throughout the implementation.
  10. Keep accurate and pertinent records of correspondence with donors and other counterparts, project development and reporting files and administration information, including in PRIMA FOR ALL.
  11. Substantively contribute to the development of project specific Communication & Visibility Plans and production of visibility/communications materials in close coordination with the CO’s Media and Communication’s Officer, COM, and Project Managers.
  12. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in Political or Social Sciences, Migration Studies, International Relations, Law or a related field from an accredited academic institution with five years of relevant professional experience; or
  • University degree in the above fields with seven years of relevant professional experience.

Experience

  • Experience in the field of migration issues both at policy and programme level.
  • Experience in programme formulation, implementation, and monitoring and evaluation (M&E) with demonstrated high level of expertise within the thematic areas relevant to project development.
  • Proven experience in the development and drafting of strategic documents, reports, analytical products, programme documents.
  • Experience in multi-stakeholder coordination.
  • Experience in liaising with international humanitarian organizations, governmental, non-governmental institutions, and diplomatic authorities in a multi-cultural setting.

Skills

  • Successful track record in project development and fundraising.
  • Demonstrated knowledge of the IOM Project Handbook, and proven experience in using theIOM project information and management application, PRIMA FOR ALL.
  • Demonstrated research and data analysis experience (qualitative and quantitative), including development of methodology for needs assessments and use of analytical software such as R, STATA, PowerBi or similar.
  • Knowledge of regional issues and specifics is a distinct advantage.
  • Excellent operational skills and effective coordination with internal and external stakeholders.
  • Strong writing and information management skills.
  • In depth knowledge of the broad range of migration related subject areas dealt with by the Organization.
  • Knowledge of UN and bilateral donor programming; and,
  • Demonstrated proficiency with Microsoft Office applications, including Excel, Word, PowerPoint as well as good knowledge of working with databases and online applications.

Languages

IOM’s official languages are English, French, and Spanish.

For this position, fluency in English is required (oral and written). Working knowledge of French is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
