The Role:

Oxfam is looking for Programme Design and Learning Coordinator

Job Purpose:

To strengthen the practice of Oxfam in Myanmar, working jointly with partners in programme development, design and innovation including co-design of high quality and impactful programme and project proposals and strategies. The role will be also lead on learning and will develop mechanism and processes for strengthening ‘culture of learning’ within the organisation. The role will oversee, edit, and ensure quality of all reports donor and other reports generated by the team. S/he will be responsible to increase organisational capacity in Oxfam and partners in programme development and innovation ensuring knowledge and learning are integrated along the process.

Key Responsibilities:

Programme and Project Design and Development

  • Working closely with funding, technical advisers, programme managers and partners, co-lead, co-facilitate and provide technical support for the development and design of high-quality programmes in line with Oxfam country strategy and programme quality standards including log-frame, theory of change and Oxfam approaches.
  • Provide support to all the programme teams for their planning of programme/project development to align with the Oxfam in Myanmar Country Strategy.
  • Coordinate and lead the development, design and writing of new proposals: Coordinate with the programme/project design team including relevant project managers, technical advisers and partner organisations to support the development of high quality and impactful concept notes and project proposals that meet the requirements of calls for proposal and adhere to Oxfam quality standards and approaches, and align with Oxfam in Myanmar’s strengths, priorities and principle of safe programming.
  • Coordinate and support the involvement of business support teams such as finance, Human Resource, logistic, security in project design.
  • Ensure that internal and external knowledge and learning informs programmes and projects development and design through reviewing of secondary literature, support of ownership of programme teams and partners, understanding and use of the findings from research and learning process by programme teams, and involvement of partners and other relevant stakeholders in development and design processes.
  • Develop comprehensive context and programme/project needs analysis to support design processes and proposals development.
  • Facilitate participatory and inclusive programme and project design workshops to produce a high quality and impactful theory of change and project design
  • Capture and write the programme/project design into a high quality and compelling proposal within the allocated time.
  • Identify and raise to programme managers and head of PQ&I any risk identified related to the quality of programme development and design and support the identification of relevant measures for manging risk related to quality.
  • Based on the business development needs, manage multiple design processes simultaneously.

Programme Learning & Reporting

  • Promote a learning culture within the organization and to document learning and best practices for collaboration, learning, and adaptation.
  • Support programme managers and partners to document their successes and best practices
  • into appropriate knowledge assets.
  • Ensure information sharing, consultation participation, and feedback collection are integral
  • parts of the Project.
  • Documents learning at various program levels and shares learning across the organisation and
  • with other stakeholders where relevant.
  • Support documentation of project activities, processes, emerging models, case studies and lessons learned.
  • Work closely with PQ and programme team and coordinate internal reporting activities and support quality assurance of reports, presentations, and other documentation purposes.
  • Editing of donor reports, annual reports and other key project related documentation and ensure high quality donor reports.
  • Providing report writing trainings and on job support to selected Programme Managers.
  • Conducting or editing of selected context analysis and programme summary narratives
  • Conducting desk reviews of specific sectoral issues
  • Production and editing of key proposals and concept notes of a high quality.
  • Support in the delivery of programme briefing notes.

Working with others

  • Support and contribute to the Oxfam’s country strategic planning and implementation processes and provide technical advice and inputs to the Myanmar Leadership Team as required.
  • Coordinate with other programmes and agencies on programme development and innovations as required.
  • Proactively engage with Oxfam in Asia (regional platform and across countries) and Oxfam globally (cross affiliate, OIS other regions) contributing to Oxfam practices related to programme development and innovations, identifying and adapting good practices from others in Oxfam and reflecting and learning with peers across the confederation
  • Participate and contribute to Country/Programme monitoring & learning workshops/reviews with relevant programme leads, partners, and other stakeholders

Capacity development– staff and partners on programme development, design and innovation

  • Whenever possible embed capacity development approaches into the process of programme development, design and innovation using accompaniment and mentoring approaches to ensure both capacity growth and high-quality design
  • Working across the country team, identify needs and jointly develop and agree on capacity development targets and steps for programme development and design using blended learning approaches. Lead on the implementation, monitoring and accountability for the agreed capacity development ambition.
  • Provide ongoing support and capacity building to programme teams in proposal development.
  • Develop accessible and user-friendly guidance and tools that support development, design and innovation.
  • Connect Oxfam and partners in Myanmar to other Oxfam and external remote/online capacity development opportunities related to programme development, design and innovations
  • Work with the programme quality manager and intended audience to develop and deliver training materials on programme and project development especially design and proposal.
  • Provide support to the head of programme quality and impact on partner capacity development process

What we are looking for:

Skill and Competence:

Essential

  • Passion for improving programme design for greater and tangible impact and outcomes for poor and vulnerable women and men
  • Minimum 5 years’ experience of improving effectiveness of humanitarian, development and nexus programmes and demonstrating tangible outcomes for poor and vulnerable women and men
  • Masters agree in International development, political science, community development, Evaluation or similar
  • Sound understanding of and proven experience in project cycle management in international development
  • Strong technical competence and experience in development of proposals to institutional donors
  • Demonstrated experience leading project design process and interrogating project logic
  • Practical experience of mainstreaming gender in development, advocacy or humanitarian work
  • Proven experience of upward and downward accountability approaches and mechanisms
  • Comprehensive knowledge and proven experience of ways of working with diverse team
  • Strong facilitation, communication and interpersonal skills and ability to communicate in English clearly both verbally and in writing and with all levels of staff
  • Demonstrable ability to think creatively and practically to improve Programme Quality and Learning
  • Proven experience in innovations

Desirable

  • Experience working within Myanmar, or similar fragile contexts
  • Experience working in an adaptive way, using evidence and research to ground an alter approaches
