Purpose of the role

Sightsavers are going through a digital transformation in data management and analytics to leverage operational insights into the reporting and decision making of the organisation. The opportunity on offer will be integral within the Data Analytics and Reporting Team (DART). The post-holder will lead on the development of a new programme data management output system/platform in DHIS2 or similar software. They will support the creation of the new programme data infrastructure for the data platform for the management and interrogation of Sightsavers programme data as key pillars of the transformation for the use of data and analytics.

About the role of Programme Data Infrastructure Manager

The role will suit someone with proven experience supporting the development of a new programme data infrastructure that provides a platform for programme related data users across an organisation to develop and integrate visual analytics and business intelligence, in DHIS2 or similar. The post-holder will have excellent stakeholder management experience, ensuring the programme data platform and infrastructure is aligned to Sightsavers data governance framework and architecture.

Responsibilities within the role are detailed but not limited to:

Lead on development of the new programme management output data system– ensure the project has suitable resources and adequate governance protocols in place, coordinate with stakeholders to ensure successful implementation of the system, lead development of new data structures and data flows, document processes that underpin the new system, progress recommendations for the platform and vendors that can meet the needs for it, provide oversight to the project manager, work with the Business Integration Programme to align change management aspects

Support the development of the programme management output system programme data infrastructure for organisational reporting – define programme standards and principles, establish and maintain certified data sets, map data flows, support the design of the new data model utilising the data governance framework recommendations and guidance, analyse data pipelines.

Support the build of qualitative data infrastructure – identify solutions to integrate qualitative data and unstructured data sets into the programme model, test suitability of such integrations, assess knowledge management systems to recognise best platform to adopt, support adoption of smartest qualitative data management approach that fully integrates with the wider organisational data platform

Knowledge, skills and experience for Programme Data Infrastructure Manager

Essential:

  • Graduate level qualification or equivalent in statistics, information systems, international development, public health or any other with a core statistical/analytical component.
  • Proven successful track record of working with organisational data management systems and applying data analysis/statistical techniques to data (ideally in health or international development).
  • Strong understanding of the international development/not-for-profit sector, with demonstrable experience in project M&E.
  • Experience with new applications and innovations for M&E e.g. mobile technologies, data analytic software, GIS etc.
  • Experience producing analytical reports or communication materials for a wide range of audiences.
  • Understanding of the complexities of working across multiple countries and continents in an international development organisation.
  • Working knowledge of specialist data analytics software e.g. PowerBI/Tableau or similar.
  • Experience implementing new data bases for health outputs, especially with DHIS2.
  • Experience of using Power Query for extraction, transformation, loading and connecting data from different data sources.
  • Fluent written and spoken English
  • Current and ongoing right to work in the UK

Desirable:

  • Master’s degree in a relevant field e.g. statistics, monitoring and evaluation, international development or public health.
  • Experience working with SQL or other database language.
  • Experience working with MS PowerApps, Flow/Automate and Sharepoint.
  • Relevant overseas experience, for example either professional or voluntary work.

Interviews are likely to take place week commencing 5 December onwards. The recruitment process will be in two stages. First stage will be a written task and virtual interview. The second stage will be a final virtual interview.
