Contract duration: 6 months renewable

Reporting to: Head of Mission

Supervision of: Programme staffs

Dependents: Non-family duty station

General context of the project

The war broke out in Ukraine in Febrauary 2022. Since then, millions of people have fled to the neighboring countries, raising a big concern on how to manage such an immense flux of people. In order to support IDPs, INTERSOS is setting up an emergency response operation in Ukraine.​

General purpose of the position

The Country Programme Coordinator will support the Head of Mission in the development and management of the overall country program in accordance with INTERSOS national strategies, plans and policies.​

Main responsibilities and tasks

  • Ensure quality implementation of projects
  • Provide support to project managers in project management and project cycle management
  • Directly responsible for the line management of project/programme managers (in coordination with the Head of Mission), while working in collaboration with the technical specialists (when present).
  • Play a key role in the definition and implementation of the mission strategy in ensuring the smooth running of INTERSOS humanitarian operations in the country
  • Lead the development of new project concept notes/proposals (drafting the narrative and contributing to the budget) under the supervision of the Head of Mission and in cooperation with the technical specialists.
  • Monitor, evaluate and support the implementation of the protection, education and health programme, also participating in the preparation of donor reports.
  • Represent INTERSOS at relevant meetings
  • Act Head of Mission in the absence of the Head of Mission

Quality of implementation

  • Provide support and supervision to project managers through regular field visits in the different field bases (Odessa, Poltava, L’viv, Dnipro), meeting with staff and line managers, and overseeing planning, activities and program.
  • Supervise, plan, monitor, and ensure the quality of work throughout the program.
  • Liaise with other support departments for the smooth running of operations

Human resources and operational support to project leaders

  • Act as line manager for project leaders and support them on operational issues
  • In collaboration with HR and the Head of Mission, support the recruitment of new staff.
  • Capacity building and supervision of project managers
  • Responsible for the assessment and completion of the internal review process (IRP) of all project managers.
  • Identify capacity building of national and international staff in the following areas (nationalization of staff is a priority of the mission).

Strategy development and new funding

  • Lead the definition of the INTERSOS program strategy with the Head of Mission and other technical coordinators.
  • Support the Head of Mission in the development of the country strategy for Ukraine.
  • Contribute to the identification of new funding opportunities
  • Lead the drafting of new funding opportunities.

Monitoring, evaluation and supervision of project management

  • Provide guidance to project managers on work planning, budget expenditure and all operational and management issues;
  • Support project managers in planning and monitoring the implementation of activities, implementation and budget.
  • Ensure the quality of projects in cooperation with the technical coordinators
  • Provide feedback on the monthly project monitoring tool (PAT)
  • Ensure that project managers produce high quality reports for donors and work closely together in their preparation.

Representation, coordination and advocacy

  • Establish and maintain collaborative relationships with relevant donors, local partners and other actors working in the project areas.
  • Proactively engage with donors, international NGOs and other actors, and participate in coordination meetings.
  • Support the Technical Coordinators in maintaining productive working relationships with Health, NFIs and Protection Clusters and other relevant working groups at the national level.
  • Ensure INTERSOS participation in relevant working groups and task forces (responsibilities may be delegated)
  • Inform the Head of Mission, Technical Coordinators and relevant project leaders on the discussions held in the working groups.
  • Organise program meetings on a monthly basis.
  • Develop strategic partnerships with local organizations, where possible.

Reporting

  • Monthly reports to be submitted to the Head of Mission based on PATs and discussions with project and programme managers on:

– Trends and analysis of the humanitarian context

– Achievements of activities and the programme.

– Submission of reports to donors and/or the regional and INTERSOS headquarters

Other objectives and functions

  • At the request of the Head of Mission, for the efficient and quality implementation of mission activities

Required profile and experience

Education

  • Higher education: Economics, Administrative and Financial Management, Political Science.
  • University degree in humanitarian issues. Alternatively solid field experience

Professional Experience

  • At least 4 years of experience in coordination and management positions in emergency humanitarian contexts​

Professional Requirements

  • Experience in the implementation of activities funded by UN, BHA or ECHO donors and/or other donors
  • Good project proposal and report writing skills
  • Good capacity to analyse the context and possibilities for expansion of the mission/operations

Languages

  • English
  • Ukrainian desirable
  • Russian desirable

Personal Requirements

  • ​Good organisational, management and planning skills
  • Ability to work under tight deadlines, with little supervision and under pressure
  • Strong communication, written and verbal, and relationship building skills with experience in managing teams
  • Ability to take initiative and work independently
