Position Title: Programme Coordinator (Stabilization Reintegration and Resilience (SRR))

Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Context:

Under the overall supervision of the Deputy Chief of Mission (DCoM), the direct supervision of the Head for Stabilization, Reintegration and Resilience (SRR) and in coordination with Programme Support Officers, the Programme Coordinator (SRR) will be responsible and accountable for providing substantive programmatic, operational and budgetary support for the growing portfolio of SRR programmes and projects, including tracking of project implementation, project development, internal and donor reporting, Monitoring and Evaluation (M&E) and communications.

SRR’s programming is rooted in the Humanitarian-Development-Peace nexus, and it focuses on delivering integrated multi-sectoral resilience-building projects in displacement- and conflict-affected communities in Afghanistan.

Core Functions / Responsibilities:

  1. Identify upcoming funding opportunities in line with SRR’s strategic priorities in coordination with SRR programme staff and Programme Support Unit (PSU).
  2. Prepare new SRR project concepts and proposals based on solid results framework responding to emerging trends and priorities, in coordination with the SRR Programme Manager and the PSU.
  3. Ensure internal coordination within SRR for the development of new project proposals and programme ideas/designs.
  4. Ensure a coherent approach and strong links between all projects/grants feeding into the SRR portfolio, across the whole project cycle.
  5. Liaise as needed with the Resource Management Unit (RMU) for the purposes of planning budgets, and with PSU, in order to ensure new proposals are compliant with the mission strategy and donor requirements.
  6. Ensure the timely delivery of high-quality donor reports for all SRR projects.
  7. Establish and ensure the maintenance of a project-based and unit-wide reporting system, including the delivery of trainings as needed to relevant staff.
  8. Maintain oversight of project planning, implementation and monitoring systems across all SRR activities.
  9. Oversee SRR support services and supervise national and international staff within the support sections of the unit (such as administration, procurement, information systems management, reporting, Monitoring and Evaluation (M&E) and public information).
  10. Ensure the monitoring of project implementation of all SRR projects relevant to projectization of activities across the different SRR projects.
  11. Identify and take action to resolve unit-wide issues and bottlenecks related to implementation.
  12. In coordination with relevant units and in line with the regulations and policy of IOM, ensure proper adherence to human resources, procurement, finance and all other policies of IOM for projects implemented in the area of responsibility.
  13. Manage and continue improving SRR’s virtual and paper-based filing system with a view toward digitalization.
  14. In collaboration with the Information Technology (IT) team, train existing and incoming SRR staff on Microsoft Office 365 to ensure effective online collaboration.
  15. Ensure the maintenance and ongoing improvement of a coherent M&E system across SRRprojects.
  16. Ensure information sharing, knowledge transfer, coordination and communication within the team and with other IOM units and participate in mission-level coordination as needed.
  17. Ensure the production of feature success stories, factbooks, posts and other materials for each project, in accordance with project specific and the mission-wide communication strategies and in cooperation with Communication team.
  18. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s Degree in Humanitarian Affairs, International Relations, Development Studies, Political Science, or a related field from an accredited academic institution with five years of relevant professional experience; or
  • University Degree in the above fields with seven years of relevant professional experience.

Experience

  • Demonstrated experience in project development, reporting, project monitoring and evaluation, knowledge management is required;
  • Extensive experience in implementation and management of emergency response in hardship duty stations and emergency settings with complex operating environments preferred;
  • Previous working experience in an international organization and knowledge of the UN is essential; and,
  • Previous work on migration, livelihoods, displacement, stabilisation, and recovery is essential.

Skills

  • Good knowledge of programme management cycle;
  • Strong project development and report writing skills, including for developing results matricesand logframes, and critical analysis; and,
  • Computer skills and knowledge of relational databases, Microsoft applications spreadsheets,word processing etc. is essential.

Languages

IOM’s official languages are English, French, and Spanish.

External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (French, Spanish, Arabic, Russian or Chinese).

For all applicants, fluency in English is required (oral and written). Working knowledge of Dari and/or Pashto is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
