Context:

Sudan is at the centre of migration routes from the Horn of Africa and West Africa towards North Africa and onwards to Europe and the Middle East. In line with IOM’s mandate, IOM Sudan works to uphold the human dignity and well-being of migrants and to advance the understanding of migration issues in the Region. IOM works in close partnership with national and local government institutions, non-governmental agencies, community organisations and the donor community to address pressing and complex challenges in migration management, to respond to the needs created by humanitarian emergencies in the country and to ensure improved living conditions for vulnerable communities.

IOM Sudan Country Office (CO) manages a Migrant Resource and Response Centre (MRRC) in Khartoum and two Migrant Resource Centres (MRCs) in Gedaref and Kassala.

Under the overall supervision of the Chief of Mission in IOM Sudan, the direct supervision of the Head of Programmes, and in close coordination with the Programme Support Unit and the IOM Regional Office for Middle East and North Africa (MENA) in Cairo, the Programme Coordinator (Protection) will be responsible for the management, implementation, coordination, execution, and monitoring of IOM Sudan CO’s Protection programme, overseeing the result areas of Migrant Protection and Assistance and strengthening the Sudan CO’s engagement to Protection activities in emergency settings and Counter Trafficking. In doing so, the Programme Coordinator (Protection) will work in an integrated manner with the relevant protection-related working groups, the Sudan Government and its local authorities.

Core Functions / Responsibilities:

  1. Lead the programme implementation through sound monitoring and reporting of projects’ components under Migration Protection and Assistance, Emergency Protection and Counter Trafficking.

  2. Supervise and manage the planning and implementation of activities aimed at the expansion of Migrant Protection and Assistance programme and build up activities outside of Khartoum as appropriate.

  3. Supervise and manage the planning and implementation of activities aimed at the expansion of protection in emergency settings in liaison with the HRT (Humanitarian Response and Transition) unit and facilitate mainstreaming and the improvement of protection measures throughout the emergency programmes and projects including Shelter, Water Sanitation and Hygiene (WASH), return and relocation of displaced populations, and Displacement Tracking Matrix (DTM) in various regions of Sudan.

  4. Oversee the work of the MRRC / MRCs on migrant protection and assistance, as well as community outreach and awareness raising targeting vulnerable migrants in Sudan, including outreach to migrants in detention and in community safe houses, medical assistance, psychosocial assistance, cash-based support and income generating activities.

  5. Identify and promote partnerships between the MRRC and relevant Government entities, other UN agencies and civil society partners, for expanded collaboration and to strengthen the referral networks and pathways of the MRRC/MRCs.

  6. Supervise and manage the planning and implementation of Assisted Voluntary Return and Reintegration activities, including returns to and from Sudan under bilaterally funded projects and coordinate with the EU Trust Fund projects.

  7. Identify and disseminate best practices and lessons learned in migrant protection and assistance, and counter trafficking.

  8. Participate in meetings and conferences; maintain effective liaison and coordination with local authorities, partners, United Nations agencies, intergovernmental and non-governmental organisations, donors, and other stakeholders relevant to the portfolio, including the identification and promotion of partnerships between IOM and relevant Government entities, other UN agencies and civil society partners, for expanded collaboration in MPA, Emergency Protection and Counter Trafficking.

  9. Advise and develop relevant strategy, national thematic guidance notes, information sheets and policy documents, as well as organisation of trainings and events in coordination with the RO and relevant Focal Points in Sudan CO.

  10. Undertake duty travel and field visits, as required.

  11. Perform such other duties as maybe assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Development, Management, Political or Social Sciences or a related field from an accredited academic institution with five years of relevant professional experience; or

• University degree in the above fields with seven years of relevant professional experience.

Experience

• Experience in project coordination, including in the areas of direct assistance to vulnerable migrants and community engagement;

• Experience with working as part of and managing of a multi-cultural team;

•Demonstrated experience working with institutions, multi-donor agencies, and, developmental partners and non-state actors.

Skills

• Knowledge of Protection and Protection Mainstreaming is an advantage;

• Excellent organizational and communication skills; and,

• Good understanding of regional migration trends and dynamics.

Languages

IOM’s official languages are English, French, and Spanish.

External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (French, Spanish, Arabic, Russian or Chinese).

For all applicants, fluency in English is required (oral and written). Working knowledge of Arabic is an advantage.
