Context:

Under the overall supervision of the Chief of Mission (CoM) and direct supervision of the Head of Humanitarian Assistance and Operations in Cox’s Bazar; and, in coordination with the relevant Programme Managers, the Programme Coordinator (Protection) will be responsible in overseeing and managing the comprehensive Protection Program in Cox’s Bazar. The successful candidate will also manage and guide the implementation of the country protection strategy while coordinating the functional units within the program, namely Gender-Based Violence (GBV) programming, general protection activities, Counter Trafficking programming, Child Protection and Protection from Sexual Exploitation and Abuse (PSEA).

Core Functions / Responsibilities:

  1. Plan and implement protection strategies and provide strategic oversight, leadership and management to the Protection Unit, from staff management, recruitment, supervision, resource mobilisation and planning, monitoring quality of activities and ensuring adaptation of response.
  2. Coordinate the protection unit’s implementation of existing protection activities. Ensure coordination with other International Organization for Migration (IOM) units and contribute to mainstreaming protection across all IOM crisis response interventions in line with IOM internal guidance into overall IOM response and decision-making.
  3. Identify new opportunities for IOM’s work on protection per IOM’s protection portfolio; with specific focus on mitigating community conflicts, addressing and preventing child separation; preventing, mitigating and responding to gender-based violence and human trafficking including child marriage and all other forms of violence emerging within the newly displaced communities and those already settled in the area.
  4. Ensure protection intervention is integrated in other IOM sectors of assistance and ensure all protection inputs and requests are included into flash or common appeals.
  5. Represent IOM in inter-agency protection related fora, working groups, workshops, seminars and other meetings and ensure that the protection needs of affected communities are systematically identified, addressed and monitored through specific and/or joint activities.
  6. Ensure that data collection through Needs and Population Monitoring (NPM) or other assessment tools integrate IOM’s protection priorities, protection related indicators, questions, variables and support in the analysis and sharing with relevant actors, as per IOM Data Protection Principles.
  7. Ensure regular communication among all protection colleagues and the rest of the IOM emergency response team. Maintain regular communication with the protection experts in IOM Headquarters (HQ) to ensure the operations priorities and protection issues are also flagged globally.
  8. Flag and report emerging protection risks to the Emergency Coordinator and/or appropriate inter-agency fora to ensure they are properly picked up and addressed by IOM or other partners. Develop and lobby for specific IOM or interagency advocacy pieces as appropriate.
  9. Support IOM protection colleagues in building capacities or enhancing existing ones among field-based and newly recruited sectoral colleagues on IOM protection standards, internal guidelines and practices as well as international protection standards (IOM’s Principles for Humanitarian Action, Inter-Agency Standing Committee (IASC) Protection Policy, Sphere Standards, Child Protection Minimum Standards, International Committee of The Red Cross (ICRC) Professional Protection Standards, IASC Gender-Based Violence (GBV) Guidelines; IASC Gender Handbook; World Health Organization (WHO) Ethical and Safety Recommendations for Researching, Documenting and Monitoring Sexual Violence in Emergencies; Camp Management Toolkit etc.).
  10. Prepare reports covering protection related activities; prepare briefing, statistical/narrative reports and background notes including specific information requested by IOM, Governments and other entities.
  11. Actively participate in inter-agency forums on Protection Against Sexual Exploitation and Abuse (PSEA) and engage in prevention and response activities including joint complaint mechanisms.
  12. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in Law, Political or Social Sciences, Social Work, Developmental Studies, International Relations, or a related field from an accredited academic institution with seven years of relevant professional experience; or,
  • University degree in the above fields with nine years of relevant professional experience.

Experience

  • Experience in the field of migration, Internally Displaced Person (IDP) and refugee assistance and protection (including specific knowledge of GBV, Child Protection and Human Trafficking);
  • Experience in General Protection, including protection monitoring, community-based protection, and case management;
  • Experience with cash-based intervention in humanitarian settings;
  • Experience in emergency operations and liaison with other UN and non-UN humanitarian actors;
  • Experience as a cluster coordination is highly desirable;
  • Professional Experience with Project Development, Implementation and Monitoring.

Skills

  • Understanding of complex social-political environments;
  • Understanding and knowledge of human trafficking phenomena;
  • Knowledge of the Country’s conflict and return/displacement dynamics and the impact on the affected population;
  • Knowledge of the humanitarian architecture, especially in relation to protection (focus on internal displacement, child protection, gender-based violence, identity documentation, etc.);
  • Knowledge of the region and/or country an advantage;
  • Knowledge of border and migration management policy and actors in the region;
  • Knowledge of the IOM project management cycle an advantage.

Languages

IOM’s official languages are English, French, and Spanish.

External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (French, Spanish, Arabic, Russian or Chinese).

For all applicants, fluency in English is required (oral and written). Working knowledge of Bengali is an advantage.
