Context:

Under the direct supervision of the Chief of Mission and in close coordination with the Programmes Managers, Heads of Offices, Head, Resources Management, and relevant Heads of Units, the successful candidate will be responsible for coordinating and implementing the Programme Support related activities of the Unit.

Core Functions / Responsibilities:

  1. Serve as a liaison in Yemen for the design and development of new programmes/projects based on solid results framework responding to emerging trends and priorities, in close coordination with the Deputy/Chief of Mission, Regional Office, Headquarters Programme Managers, as well as with Government counterparts and other relevant public/private sector’s partner organizations.
  2. Maintain up-to-date knowledge of all projects and programmes implemented by IOM Yemen.
  3. Coordinate the operational, administrative and financial aspects of all ongoing projects, including oversight responsibility of projects implementation, in coordination with the RM units as required. Liaise between IOM financial officials and programme managers to ensure that the latter are observant of IOM and Donors’ financial requirements.
  4. Contribute to the development of IOM Yemen annual consolidated appeal, external reporting on emergency response and engagement with UNOCHA on the Humanitarian Needs Overview/Humanitarian Response Plan. Ensure IOM is successfully providing input into and reporting in line with the Grants Management System and the Financial Tracking System and the Online Projects System.
  5. Assess programme implementation modalities and assist in achieving maximum efficiency in programme delivery as well as measure and share results with senior staff and counterparts.
  6. Ensure continuous review of project’s implementation strategies as well as provide guidance and suggest corrective measures and actions to be taken as necessary.
  7. Direct and oversee monitoring activities to assess project’s implementation as well as to generate data and inform/identify in advance implementation challenges, formulate solutions and ensure timely delivery of activities within the established timeframe.
  8. Ensure logical/efficient planning and deployment of monitoring staff to achieve established objectives and collect necessary data.
  9. Identify, train and supervise reporting, project development and monitoring and evaluation team members, placing emphasis on the development of new team members and training on humanitarian systems and donor protocols.
  10. Coordinate with Programme Coordinators, Deputy/Chief of Mission and senior management and support the drafting of regular progress reports to be submitted to the donors, partners and IOM Headquarters.
  11. Undertake duty travel with the aim of project/programme assessment, liaison with counterparts and donors, problem solving and the development of new initiatives, as required.
  12. Deputize for the Head of the Project Development and Programmes Support Unit during occasional absences.
  13. Act as IOM Yemen focal point and respond to inquiries from Headquarters and network ofIOM regional offices.
  14. Contribute to the process of establishing functional governmental and non-governmental relevant platforms to raise awareness on issues relevant to IOM’s mandate and Yemen, to promote project/programme related activities, as well as to strengthen existing referral structures and/or assistance mechanisms.

Chief of Mission Support

  1. In Coordination with the Programme Development and Programmes Support Unit Coordinator, identify areas of projects/programme implementation which require the Deputy/Chief of Mission intervention.
  2. Represent the Deputy/Chief of Mission in inter-agency meetings when related to the development and implementation of joint programmes, in coordination with Programme Coordinators/Managers as well as in any other meetings, as requested by the Deputy/Chief of Mission.
  3. Ensure adequate follow-up with relevant staff in support of the Deputy/Chief of Mission strategic inputs and key decisions, including oversight of the mission’s development of the country programme.
  4. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in Political or Social Science, Business Administration, International Relations, Law or a related field from an accredited academic institution with five years of relevant professional experience; or
  • University degree in the above fields with seven years of relevant professional experience.

Experience

  • Experience in coordinating with / managing various programme units and ability to establish and maintain working relations with government counterparts, UN agencies;
  • Experience in the field of Migration or Development, preferably in a post conflict and other hardship locations; and • Experience in Project design.

Skills

  • Demonstrated high level government and donor liaison skills; and
  • Sound understanding of the UN and IOM Rules Regulations and practices are advantageous.

Languages

IOM’s official languages are English, French, and Spanish.

External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (French, Spanish, Arabic, Russian or Chinese).

For all applicants, fluency in English is required (oral and written). Working knowledge of Arabic, French, and/or Spanish is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
