Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Context:

The IOM is the only international inter-governmental agency with a specific mandate for migration and is dedicated to promoting humane, orderly and regular migration for the benefit of all. In Jordan, IOM works with the Jordanian Government to assist migrants in need, promote migrants’ rights, and respond to growing migration management challenges. Present in the country since 1990, the IOM Jordan country portfolio has expanded to include programmes supporting capacity enhancement of the Jordanian Government to improve migration management and to provide assistance, protection and deliver services to migrants in need, in addition to providing direct support for the implementation of the Global Compact for Migration as a co-chair of the UN Migration Network in Jordan. As part of the regional response to the Syrian Crisis, IOM Jordan has been assisting refugees in country through wide ranging interventions including direct humanitarian assistance inside camps and in urban settings, healthcare, protection and livelihoods assistance.

Under the direct supervision of the Chief of Mission (CoM), and in close coordination with relevant units in IOM HQ, Geneva and Regional Office (RO) Cairo, the successful candidate will be responsible for managing and coordinating the programmatic aspects in the fields of migration management and emergency response for the mission as well as carrying out liaison activities with the government, UN and other relevant stakeholders.

Core Functions / Responsibilities:

  1. Provide programmatic guidance to the mission’s country programme portfolios, including migration management, labor mobility and human development, emergency, resilience and health units, and encourage and advise on coordination and synergy opportunities;
  2. Stay abreast of Government policy changes and plans, as well as partner and donor priorities, preferences and programme synergies, in the field of migration, preparing analyses accordingly for the CoM and senior management staff;
  3. Represent IOM in various forums and organize regular meetings with project stakeholders, promoting participatory and inclusive working methodologies;
  4. Establish and maintain regular liaison with Government counterparts, UN agencies, and other relevant stakeholders in order to share information, promote the activities of IOM in Jordan and the sub-region, and discuss opportunities for new partnerships;
  5. Advance project development efforts by identifying opportunities, facilitating internal brainstorming and ensuring that project strategies align with IOM Jordan’s relevant policies, stakeholder needs and donor interests and requirements;
  6. Provide technical support for fundraising efforts, including through bilateral channels or through open call-for-proposals, for IOM thematic areas relevant to the Jordan context, in close coordination with Project Coordinators and/or Regional Thematic Specialists;
  7. Stay abreast of developments in migration policy processes, such as Sustainable Development Goals (SDGs) and the Global Compact for Migration;
  8. Coordinate and organize activities and meetings related to the National Migration Working Group;
  9. Coordinate and/or provide inputs for information requests from Headquarters, the Regional Office, other IOM missions and external partners, such as donors, government, partner agencies, and implementing partners, in close coordination with project teams;
  10. In close coordination with project managers, facilitate alignment of project and programme implementation with IOM Migration Governance Framework (MiGOF), the Global Compact for Migration (GCM), the Humanitarian Development and Peace Nexus (HDPN) SDGs, and the objectives of the United Nations Sustainable Development Framework (UNSDF);
  11. Assess project and programme performance and prepare analyses and recommendations accordingly for the CoM and Country Office senior staff;
  12. Prepare reports, briefings, background information, talking points, narratives and statistical analysis as required;
  13. Undertake duty travel as required;
  14. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in Political or Social Science, Law, Management, Information Management, or a related field from an accredited academic institution with five years of relevant professional experience; or,
  • University degree in the above fields with seven years of relevant professional experience.

Experience

  • Experience providing results-oriented conclusions and recommendations to national and international stakeholders;
  • Experience in liaison and coordination with various stakeholders;
  • Experience in migration governance and GCM process; and,
  • Practical field experience in domains related to humanitarian and development actions, UN system is an advantage.

Skills

  • General knowledge of the context in Jordan, IOM capacity and fields of intervention;
  • Strong knowledge of IOM’s strategy and new vision.

Languages

IOM’s official languages are English, French, and Spanish.

External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (French, Spanish, Arabic, Russian or Chinese).

For all applicants, fluency in English is required (oral and written). Working knowledge of Arabic is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
