Context:

IOM has engaged in migration, environment and climate change since the early 1990s. IOM’s vision on Migration, Environment and Climate Change, as per the IOM Institutional Strategy on Migration, Environment and Climate Change 2021-2030, is to support states and migrants in addressing the complex challenges posed by environmental degradation and climate change in terms of human mobility and in delivering enhanced benefits to migrants and vulnerable communities.

To achieve this vision IOM is the convening agency for the Migration Multi Partner Trust Fund (MPTF), Regional Joint Programme titled ‘Addressing Drivers and Facilitating Safe, Orderly and Regular Migration in the Contexts of Disasters and Climate Change in the Intergovernmental Authority on Development (IGAD) Region’. together with International Labour Organization (ILO), United Nations Office for Project Services (Platform on Disaster Displacement- PDD) and United Nations High Commissioner for Refugees as Participating UN Organisations (PUNOs) and the IGAD and the IGAD Climate Prediction and Application Centre (ICPAC) as partners.

This is the first regional joint programme on MECC to be funded by the Migration Multi Partner Trust Fund (MPTF), and emphasizes the importance of multi-agency and multi-stakeholder implementation of the Global Compact for Safe, Orderly and Regular Migration. As the convening agency, IOM’s coordination role is key to the success of this Joint Programme.

The MPTF Regional Joint Programme seeks to address the following Global Compact for Safe, Orderly and Regular Migration (GCM) Objectives:

1: Collect and utilize accurate and disaggregated data as a basis for evidence–based policies.

2: Minimize the adverse drivers and structural factors that compel people to leave their country of origin.

5: Enhance availability and flexibility of pathways for regular migration.

It also targets the following Sustainable Development Goals (SDGs):

8.8: Promote the protection of migrant workers, particularly women migrants and those in vulnerable situations.

10.7: Facilitate orderly, safe, regular and responsible migration and mobility of people, including through the implementation of planned and well-managed migration policies.

13.1: Strengthen resilience and adaptive capacity to climate-related hazards and natural disasters in all countries.
