Programme Coordinator – Livelihoods & Food Security

About the role: This is a 12 month (renewable), replacement role with unaccompanied terms based in Aweil West, Northern Bahr el Ghazal state, South Sudan, with frequent travel to all programme fields, with a salary of Grade 4 (€44,133 – €49,038).

You will report to the Area Coordinator and you will work closely with the Base Manager, Health and Nutrition Coordinator, MEAL Manager, Gender Officer, Finance Officer, Programme Quality Coordinator, Logistics Coordinator as well as the WASH, Nutrition and Health Coordinators based in Juba.

Purpose: The FSL Coordinator main responsibility is to manage, coordinate and lead the implementation of Concern’s FSL work in South Sudan. This will be through, managing and supporting teams on the ground, conducting training and capacity building of staff including in market assessment, engaging with relevant NGOs, UN and other agencies and clusters. He/She will be tasked to ensure that FSL activities are implemented and monitored in accordance with the programme work-plan and logical frameworks and will be supporting the design of new proposals.

Main Responsibilities:

Programme Implementation

• Coordinate and manage Food Security and Livelihoods programme implementation (activities, budget and project documentation) in line with proposals, strategies and donor requirements
• Ensure issues such as gender, protection, environment, DRR are built into the design, implementation, monitoring, and evaluation of the programme.
• Conduct market assessments and livelihood options appraisals at the start of any new work, and building the local capacity of staff and other members.
• Ensure that the projects are directed to the target population as defined in programme strategy through clear and timely sensitisation of the planned activities to the communities.
• Participate in internal and external Livelihood, Food Security and Collaborative networks for Cash Delivery (CCD) coordination meetings, representing Concern and ensure the timely delivery of the commitments reached in those meetings;
• Support the consideration and inclusion of cash-based interventions and market-based approaches within (and across) Concern core competency responses, where appropriate
• To provide weekly work-plans and tasks FSL staff based on project work-plans and ensure good allocation of tasks through follow ups with the staff.
• To support drafting of livelihoods sector analysis sections in conducted assessments and surveys in coordination with the Monitoring, Evaluation, Accountability and Learning (MEAL) Coordinator.

Capacity-building and Quality Programming

• Develop FSL programming operational procedures, systems and programme guidance.
• Work in close collaboration with other members of the sectors to ensure an integrated approach to meet the other basic needs of the affected population.
• Monitor and coach FSL and other sector staff, building the capacity to obtain high quality results and impacts of FSL interventions
• Participate in recruitment of staff, coach and build the capacity of staff as per operational needs and requirements. Draft or review the TOR of technical consultants where needed.

Reporting and M&E

• In Collaboration with MEAL Coordinator, lead the baseline/livelihoods assessment, this should guide the development of measurable and achievable indicators that would be reflected in the design of the M&E framework.
• Work with the Monitoring and Evaluation team to monitor indicators of the projects and document successes and challenges encountered
• Responsible for data management and reporting, ensure reports are written and submitted timely to the donor and provide updates to Concern’s Grants Manager regularly
• Ensure consistence and coherence in use of implementation and monitoring tools in collaboration with the Global advisors

Finance and Budget Management

• Manage all related FSL programme budgets in close consultation with Area Coordinators and Finance staff
• To actively participate in budget follow up meetings with the FSL staff

Accountability

In line with Concern’s commitments under the Core Humanitarian Standard (CHS):

• actively promote meaningful community participation and consultation at all stages of the project cycle (planning, implementation, M&E);
• work with relevant colleagues to ensure that the Complaints and Response Mechanism (CRM) is functional and accessible, that feedback and complaints are welcomed and addressed;
• work with relevant colleagues to ensure that information about CRM, safeguarding and expected staff behaviour is disseminated among programme participants and communities.

Your skills and experience will include:

Essential:

• Degree or equivalent experience in humanitarian action, development management or related qualification or experience
• Degree or equivalent in agricultural science, biological sciences, rural development or similar qualification
• Documented experience from cash-based interventions
• Minimum of three years experience in managing food security and livelihoods programmes in fragile and/or insecure contexts, market assessments, Climate Smart Agriculture, Natural Resources Management and/or food security interventions.
• In-depth knowledge and experience of working with international donors.
• Communication and reporting skills (verbal and in writing).
• High level of proficiency in English is required.

Desirable:

• Knowledge of the humanitarian context in South Sudan
• Experience of working with government authorities and other stakeholders
• Proficiency in Microsoft Office applications including Word, Excel, and PowerPoint
• Strong communication, interpersonal, analytical and negotiation skills
• Ability to prioritise responsibilities, carry out multiple tasks simultaneously, and meet deadlines
