Context:

Legal identity (LI) fulfills people’s basic right to be recognized as a person before the law. For migrants, access to LI offers a pathway to rights and opportunities, granting access to essential services. Without LI, people have difficulty in accessing basic socio-economic rights and necessities such as getting a job, opening a bank account, sending children to school, seeing a doctor, getting a passport, traveling abroad, voting, etc. As such, LI is relevant to a broad range of IOM programmatic areas and constitutes a cross-cutting theme that runs through the fabric of IOM’s mandate and strengthens IOM’s role in leading the global debate on migration, mobility, security, and development.

In addition, the established link with regular pathways related to identification, necessitates a holistic approach, involving robust policies, secure systems, and effective tools. These components work in tandem to ensure that migrants have access to accurate and verifiable identification, promoting their rights, dignity, and inclusion within host societies. The integration of Legal Identity principles into identification processes, contributes to safe and orderly migration while fostering trust and security among migrants and authorities alike.

Under the overall supervision of the Head, Immigration & Border Governance Division and direct supervision of Head, Legal Identity Unit (IBG) in Immigration and Border Governance and in close coordination with the Regional Thematic Specialist (RTS), the Programme Coordinator (IBG) will be responsible for controlling, substantively supporting and ensuring the implementation of Legal Identity Unit (LIU) activities including but not limited to liaising with internal and regional offices, seeking new LI programming opportunities, coordinating LI activities as well as ensuring the preparation and implementation of these activities with relevant field teams.

Core Functions / Responsibilities:

  1. Substantively support the LIU unit to liaise with the UN Legal Identity Agenda Task Force (LIATF), including representing IOM and attending virtual meetings, coordinating activities for and with the TF’s annual work plan, etc.
  2. Advise and support the Head of LIU in their capacity as co-chair of the UN LIA TFsub-Working Group(s), in cooperation with LIU staff members.
  3. Coordinate internally with different departments, RTS, Project Managers, and ProjectDevelopers, to promote and support the implementation of LI activities, specifically in non-IBG areas of intervention, such as internal displacement and Cash Based Initiatives, Protection, Displacement Tracking Matrix (DTM), Climate change, Global Migration Data Analysis Centre (GMDAC), etc.
  4. Expertly coordinate the LIU Regular Pathways think tank.
  5. Supervise the link between LIU and LEG to ensure that Legal Identity Unit deliverables are in full compliance with all applicable legal standards.
  6. Seek national and regional opportunities and partnerships for LI projects, and develop and update the LI capacity development tools, in coordination with the Head of LIU.
  7. Act as LIU Focal Point for various IOM Missions projects on LI and advise on and address inquiries and concerns related to legal identity in a timely and professional manner.
  8. Substantively support the coordination and serve as focal point of LI activities such as: conferences, workshops, capacity development activities, etc.
  9. Prepare and ensure the organization of capacity development initiatives of the LIU, including preparing and revising presentations and supporting documentation.
  10. Develop and deliver training programs for staff involved in legal identity processes.
  11. Prepare internal reports, presentations, talking points, speeches, statements, and briefings within the thematic area as needed.
  12. Advise on and manage the drafting of strategic planning, prioritization, and follow-up of the work carried out by the Unit.
  13. Ensure the coordination and delivery of LI capacity developments initiatives, including, but not limited to: Legal Identity, Biometrics, ID management, Digital Identity, Artificial Intelligence, and Security Documents.
  14. Substantively support the Legal Identity Unit work on the implementation of the International Civil Aviation Organization (ICAO) Travel and Identity Program (TRIP) Strategy and serve as focal point for ICAO working groups, namely New Technology and Implementation and Capacity Building working groups.
  15. Perform such other duties that may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in International Relations, Political Science, Humanitarian Affairs, Economic Development, Business or Public Administration, International Studies, or a related field from an accredited academic institution with five years of relevant professional experience; or,
  • University degree in the above fields with seven years of relevant professional experience.

Experience

  • Experience in programme conceptualisation, development, monitoring, reporting, and evaluation;
  • Experience in programme development and capacity-development activities;
  • Experience in liaising with governmental and diplomatic authorities as well as with national and international institutions; and,
  • Experience in organizing consultations, workshops, and seminars with high-level stakeholders.

Skills

  • Proven ability to establish and maintain strong working relations with relevant Government counterparts, international organizations, and private sector entities;
  • Sound and proven understanding of internal and international migration issues in the country and in the Region;
  • In-depth knowledge of the broad range of migration-related subject areas dealt with by the Organization;
  • Knowledge of UN and bilateral donor programming;
  • Familiarity with financial and business administration;
  • Excellent leadership, coordination, and information management skills;
  • Detailed knowledge of the UN System, NGOs, and other international organizations/institutions;
  • Knowledge of migration data, labour migration patterns in the relevant region, and ability to negotiate with government authorities;
  • Good knowledge of human and financial resources management;
  • Strong conceptualization, analytical, and writing skills;
  • Strong communication, organizational, and interpersonal relationship skills;
  • Ability to meet deadlines and work under pressure with minimum supervision; and,
  • Ability to establish and maintain partnerships with development partners, government counterparts, UN agencies, local authorities, and other relevant stakeholders.

Languages

IOM’s official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages.

For this position, fluency in English is required (oral and written). Fluency in French is highly desirable and working knowledge of another official UN language (Arabic, Chinese, Russian, and Spanish) is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
