Context:

Under the direct supervision of the Chief of Mission (CoM) in Sudan, and in close coordination with relevant units in the country office, Regional Office (RO) (RO Middle East and North Africa (MENA) and RO East and Horn of Africa (EHOA)) and IOM Headquarters (HQ), Geneva, the Program Coordinator (External Relations and Partnerships) will be responsible for planning, organising, leading, managing and coordinating the outreach and liaison with governments, United Nations (UN), donor community and other relevant stakeholders.

Core Functions / Responsibilities:

  1. Provide expert programmatic advice and guidance to the mission’s country programme portfolios, including migration management, labor mobility and human development, emergency, resilience and health units, and promote and advise on coordination and synergy opportunities.
  2. Stay abreast of and assess Government policy changes and plans, as well as partner and donor priorities, preferences and programme synergies, in the field of migration, preparing analyses and strategic recommendations accordingly for the CoM and senior management staff.
  3. Represent IOM in various forums and organize regular meetings with project stakeholders, promoting participatory and inclusive working methodologies.
  4. Establish and maintain regular liaison with Government counterparts, UN agencies, and other relevant stakeholders in order to share information, promote the activities of IOM in Sudan and the sub-region, and discuss opportunities for new partnerships.
  5. Advance project development efforts by identifying opportunities, facilitating internal brainstorming and ensuring that project strategies align with IOM Sudan’s relevant policies, stakeholder needs and donor interests and requirements.
  6. Ensure the provision of technical and programmatic support for fundraising efforts, including through bilateral channels or through open call-for-proposals, for IOM thematic areas relevant to the Sudan context, in coordination with Project Coordinators and/or Regional Thematic Specialists.
  7. Stay abreast of developments in migration policy processes, such as Sustainable Development Goals (SDGs) and the Global Compact for Migration.
  8. Ensure the coordination and organization of activities and meetings related to the National Migration Working Group.
  9. Respond to or coordinate the provision of inputs for information requests from Headquarters, the Regional Office, other IOM missions and external partners, such as donors, government, partner agencies, and implementing partners, in coordination with project teams.
  10. In coordination with project managers, ensure the alignment of project and programme implementation with IOM Migration Governance Framework (MiGOF), the Global Compact for Migration (GCM), the Humanitarian Development and Peace Nexus (HDPN), SDGs, and the objectives of the United Nations Sustainable Development Cooperation Framework (UNSDCF).
  11. Prepare reports, briefings, background information, talking points, narratives and statistical analysis as required.
  12. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in Political or Social Science, Law, Management, Business Administration or a related field from an accredited academic institution with five years of relevant professional experience; or
  • University degree in the above fields with seven years of relevant professional experience.

Experience

  • Experience providing results-oriented conclusions and recommendations to national and international stakeholders.
  • Experience in liaison and coordination with various stakeholders.
  • Experience in migration governance and GCM process.
  • Practical field experience in domains related to humanitarian and development actions, UN system is an advantage.
  • Work experience in a complex humanitarian emergency or post-conflict environment.

Skills

  • General knowledge of the context in Sudan, IOM capacity and fields of intervention.
  • Demonstrated knowledge of IOM’s strategy and new vision.
  • Knowledge of UN and bilateral donor programming.

Languages

IOM’s official languages are English, French, and Spanish.

For this position, fluency in English is required (oral and written). Working knowledge of Arabic is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
