CBM Global Disability Inclusion

Reports to:

The Programme Coordinator will report to the Head of Programmes at CBM UK with a ‘dotted line’ to the Nigeria Country Director for local management policies and procedures.

Job Overview

The purpose of the role is to coordinate, monitor and report on the planning, development and delivery of quality inclusive development programmes in Nigeria funded by CBM UK and our donors. As part of CBM Global’s localisation agenda, the Programme Coordinator will be a ‘pilot role’ located in Abuja in order to work closely with the CBM Global Nigeria Country Team and indirectly with local partner organisations, with capacity strengthening being a key aspect of the role.

Based: We welcome applications from those with the right to work in Nigeria. Homeworking up to 60% of time (reliable internet required) and remainder using a ‘hot desk’ in Nigeria Global Country Team office. Address: No 8 Huambo Crescent, Off Harper Street, Zone 7, Wuse 2, Abuja, FCT, Nigeria.

Hours: Full-time, 40 hours per week

Salary range: The salary offered will be competitive, dependent on skills and experience. We offer a local contract

Contract: As a ‘pilot’ role this is initially a two year, fixed-term contract with the possibility of renewal after 2 years.

Responsibilities and Duties

Programme Coordination, Management and Development (70%)

  1. Oversee a portfolio of institutional and private donor funded programmes in line with CBM’s Programme Quality Framework, policies and systems to ensure a high quality of project design, monitoring and reporting in line with CBM standards and sector wide approaches
  2. Develop and maintain excellent working relations with CBM staff and programme stakeholders in Nigeria and the UK including, indirectly, partner organisations, Organisations of People with Disabilities (OPDs), and government agencies at National and State levels.
  3. Work with CBMUK and CBM Global staff to develop and implement new approaches, programmes and organisational development in line with CBM strategies to ‘shift the power’ with Nigeria partners.
  4. Support CBM staff (and indirectly partners) to develop, document and report on monitoring, evaluation, impact and learning frameworks, collect and analyse robust data and integrate learning into future work
  5. Facilitate the exchange of learning within CBMUK and CBM Global and indirectly with relevant partners including through planning and delivery of training and mentoring
  6. Understand and support CBM UK fundraising and communications work including collection of case studies and high quality stories of change
  7. Provide support to CBM for the organisational assessment, strengthening and development of partners including enhanced safeguarding
  8. Support the CBM Nigeria Strategy implementation process and participate in the Country Coordinating Forum
  9. Carry out periodic programme and partner monitoring and support visits alongside CBM Nigeria staff, as well as occasional visits to the CBM office in the UK (up to 4 times a year)
  10. Effectively use CBM internal systems including ‘Global Online’, MS Teams and SharePoint to manage projects
  11. Contribute to CBM UK’s programme strategy implementation and monitoring.

Statutory and institutional fundraising and relationship management (25%)

  1. With colleagues, develop high quality and successful funding applications to institutional donors in line with CBM country strategy
  2. Build and maintain excellent professional relationships with institutional donors interested in Nigeria
  3. Ensure CBM UK meets all contractual requirements of institutional and Foundation donors for the Nigeria programme portfolio
  4. Work with CBM Nigeria’s Country Team to ensure high quality and timely narrative and financial reports are submitted to donors in line with their requirements
  5. Contribute to meeting the aims of the CBM UK fundraising strategy for institutional, Trust and Foundation donors
  6. Liaise with UK fundraising team to provide programmatic information and input when required

Organisational representation (5%)

  1. Represent CBMUK in Nigeria and engage with stakeholders and external audiences including donors, policy and decision makers, national government and church groups on-line or in person
  2. Participate in relevant strategic Nigerian, UK and international networks
  3. Build and maintain relationships with strategic NGO, research and academic institutions
  4. Carry out other duties as required by the CBM UK Head of Programmes and the Director of Programmes.

Key outcomes expected from this role

Within 12 months, the Programme Coordinator will:

  • Be working to clear and agreed strategic objectives and plans
  • Be coordinating management of CBM UK’s portfolio of projects in Nigeria and regularly reviewing progress of the majority of those projects.
  • Have contributed to the organisational strengthening of the CBM Global Nigeria team and indirectly our programme partners and have built up strong working relationships with the programmes staff.
  • Have a strong understanding of UK institutional donors and supported the development of at least two major fundraising proposals
  • Have a sound understanding of disability issues and the CBM frameworks for Disability Inclusive Development
  • Be engaging with CBM UK and Global colleagues and disability and international development networks locally and in the UK to maximise opportunities for learning and sharing good practice
  • Be a confident user of CBM financial and project tracking systems.

Person Specification

All of the following requirements are essential, unless marked with a * when they are desirable, and will be assessed from a combination of information provided from the application form and interview process.

Experience and Knowledge

  • Design, planning and implementation of international development programmes.
  • Proven experience of financial management, including programme budgeting, financial reporting and fraud awareness
  • Experience of monitoring, evaluation and impact assessment of programmes and projects (preferably using participatory approaches)
  • Demonstrable experience of managing institutional funded donor programmes
  • Experience of developing and managing partnerships with a range of partners and consortia members
  • Direct experience of international development work in Nigeria
  • Ability and willingness to undertake travel to the UK of up to 9 weeks a year in 2 – 3 week blocks including 2 week induction (no prohibitions to visiting the UK)
  • Demonstrated experience with safeguarding and feedback mechanisms and working with vulnerable groups through participatory approaches
  • Experience of working on disability inclusive programming in LMICs
  • Experience of policy and advocacy work*
  • Demonstrable experience of cultivating strong donor relationships and securing institutional funding, particularly from UK donors such as FCDO and Comic Relief*

Skills/competencies/personal qualities

  • Nigerian citizen, or permission right to work in Nigeria.
  • Demonstrable interpersonal skills that build consensus and partnership working and ability to work with and across multiple teams
  • Demonstrable ability to work, manage and deliver own workload while located remotely from line manager and team
  • Understanding of development theory and practice including project cycle management
  • Facilitation, training and presentation skills
  • Effective use of IT including Excel, Word, MS Teams, Sharepoint etc
  • Commitment to CBM’s mission and values
  • Understanding of the international disability discourse*
  • Demonstrable ability to represent the organisation to senior decision makers with Government /donors, or similar*

Qualifications

  • Educated to degree level or above, preferably in International Development, or related social science degree.
