ECHO Programme Coordinator – Sanliurfa

About the role:

You will report to the Programmes Director for Turkey and will line manage the project manager and technical officers. You will work closely with the Country Director, -MEAL Manager, Country Finance Controller and Systems Director. You will represent Concern towards Government counterparts, UN agencies, NGOs and Sectoral Working Groups.

Your purpose: The ECHO Programme Coordinator is overall responsible for the implementation of an ECHO funded protection and education project, which is being implemented in 4 provinces of SE Turkey by Concern and other NGOs starting from September 1st 2022. The duration of the project is 11 months, the duration of the contract may be extended longer than this subject to funding.

You will be responsible for:

Project Implementation:

• Overall responsibility for successful implementation of an 11 month ECHO funded protection and education project in 4 provinces of SE Turkey.
• Ensure the quality of activities implemented by Concern and local partners.
• Technical oversight of all protection and education related project activities.
• Supervise support to partner organizations and make adjustments as necessary.
• Lead monthly analysis of project data to identify trends and potential challenges
• Ensure that ECHO reporting requirements are met
• Develop regular donor updates on changes in the humanitarian context.

Coordination and Leadership

• Ensure that the project is strongly represented in the Education and Protection working groups and sub-working groups.

Financial Management and Compliance

• Ensure that programme expenditure is in line with finance policies and procedures, and that resources are optimally utilised.
• Oversee budgets and financial management by ensuring that all implementation teams have updated spending plans and track spending closely.
• Oversee grants compliance to ensure the best use of resources and work closely with finance teams to ensure timely submission of financial and narrative reports to donors.

Team Management

• Line Management of the Project Manager and the technical project officers.
• Coach all team members to ensure they fully understand outcomes which are expected of them, through Concern’s Performance Development Reviews system (PDR’s).
• Provide technical expertise and guidance to staff as appropriate, in (for example, but not limited to) assessment, monitoring, evaluation, reporting (internal and donor reports), financial management, proposal development, technical design.
• Capacity building of national project staff and partners with updates on training materials and technical

Other Tasks

• Support and when necessary lead emergency response programming for Concern as and when requested.
• Actively promote meaningful community participation and consultation at all stages of the project cycle (planning, implementation, M&E).
• Work with relevant colleagues to ensure that the Complaints and Response Mechanism (CRM) is functional and accessible, that feedback and complaints are welcomed and addressed.
• Work with relevant colleagues to ensure that information about CRM, safeguarding and expected staff behaviour is disseminated among programme participants and communities
• Identify funding opportunities and support the development of high quality proposals.
• Promote Concern’s Code of Conduct and Associated Policies through the project.

Your skills and experience will include:

• Masters Degree qualifications in a discipline related to social work, psychology, education, law or related fields;
• 4 years’ experience in humanitarian sector in the relevant technical position, including 2 years team management and budget management experience;
• Substantial experience in protection and education sector programmes.
• Experience in the following sub-sectors: child protection, GBV, MHPSS, including in conflict settings and with refugees.
• A proven record of effective project and people management
• Experience in report and proposal writing
• Proven financial management skills
• Good command of procurement regulations and practice
• Sound it skills, including word and excel

We would also like:

• Arabic and/or Turkish language skills
• Understanding and experience of the Humanitarian Accountability Partnership.
• Experience of implementing ECHO funded projects
• Proven influencing and negotiating skills with internal and external audiences, experience working in partnership with Governments would be an advantage
• Ability to train local staff and to motivate and develop skills of others
• Familiarity with logistics, HR, Finance, and administrative processes.
• Flexible and adaptable to a changing environment
• Sensitivity to cultural differences, and the ability to work in a wide variety of cultural contexts
• Excellent teamwork skills and the ability to build good relations both internally and externally
• Ability to work under pressure
