Yemen continues to be the world’s largest humanitarian crisis. The situation is the result of a brutal armed conflict that began six years ago and has now worsened. It has killed and injured tens of thousands of civilians, inflicting the Yemeni people great misery. The conflict has already displaced almost 4 million people since 2015, making Yemen the world’s fourth-largest internal displacement crisis. Today, 20.7 million Yemenis, or two out of every three Yemenis, require humanitarian and protection assistance. 16.2 million individuals are in acute need. Over half of the population is suffering from severe food insecurity.
The Danish Red Cross (DRC) and the Yemen Red Crescent Society (YRCS) have worked in partnership for more than 18 years. Currently, the DRC programme comprises support to Primary Health Care Service, Epidemic Preparedness and Response; WASH, Community based Psychosocial Support (CBPSS), and National Society Development. In line with Red Cross Movement commitments and the Grand Bargain, DRC together with other Red Cross Red Crescent (RCRC) partners seek to strengthen the YRCS capacity through aligned programming within the areas of Health and WASH as well as related support services.
DRC also leads a consortium consisting of DRC, International Federation of Red Cross and Red Crescent Societies (IFRC) delegation in Yemen, German Red Cross (GRC), Norwegian Red Cross (NorCross), and Yemen Red Crescent Society (YRCS), to implement a Pilot Programmatic Partnership (PPP) Action entitled: “Accelerating Local Action in Humanitarian and Health Crises”, aimed to boost YRCS capacities to support affected people, and communities across the continuum of preparedness, anticipatory/early action and response efforts. The primary focus of the consortium project is on epidemic and pandemic preparedness and response, expanding the scale and quality of community-level health and WASH services, disaster risk management, risk communication, community engagement and accountability.
DRC’s budget for Yemen is approximately DKK 35 million, with key donors being DG-ECHO, Danish MoFA, and British Red Cross. The DRC team consists of a Country Manager, Programme Coordinator, Project Officer, Finance officer, and Logistic and procurement Officer.
Responsibilities
The Programme Coordinator (PC) is responsible for the operational management and coordination of DRC Yemen Country Programme in line with the DRC International as well as the Country Strategy, Danish Red Cross Standard Operational Procedures, donor requirements and guidelines.
The Programme Coordinator is based in Sanaa at the Headquarters of the YRCS, and is responsible for:
- Providing operational management, control, and risk management of all projects in the DRC portfolio in Yemen, emphasising compliance with donor and DRC requirements.
- Enhancing assessment, Planning, Monitoring, Evaluation and Reporting (PMER), in accordance with relevant SOPs, across the entire Yemen project portfolio, supported by global PMEAL staff.
- Contributing to cross-sectoral coherence across the DRC Yemen portfolio, encompassing relief, WASH, health, nutrition, food security and protection.
- Supporting YRCS as relevant to engage with relevant sectors, clusters, and other coordination fora, beyond the coordination that encompasses the RCRC Movement.
- Supporting the DRC CM and Country Team in its efforts to collaborate across the wider RCRC Movement to build relevant sustainable capacity in YRCS and its staff.
- Providing general support to the DRC CM and Country Team and contribute to learning about programming and project management in the Yemen context.
- Technically line managing National Programme Officer, supporting implementation of the MoFA, ECHO, and DEVCO projects.
This position requires strong project management and coordination skills, to ensure the effective and efficient delivery of multi-sectoral projects while developing synergy and coherence among various project activities. The incumbent will be responsible for the successful implementation of the DRC Yemen Country Programme with the support from DRC Yemen CM and DRC regional and Headquarter advisors. Ideally, the Programme Coordinator has extensive experience in humanitarian and development project- management in conflict and post conflict settings. The incumbent will also be driving the set-up of project Monitoring, Evaluation, Reporting and Learning, and has ideally a broad experience in developing guidance for project baseline & needs assessment, mid-term review and end-line assessment and supports the production of quality and timely reports.
Experience and qualifications
You have a minimum of 6 years of solid experience in development and/or humanitarian project management, with at least 4 years of relevant field experience in the implementation of emergency and recovery programmes:
- Significant Project Cycle Management (PCM) and programme financial management experience.
- Proven experience in the design and delivery of multi-sectoral humanitarian projects with a focus on Public Health emergency, WASH, Disaster Management and Psychosocial support
- Proven experience with various donors like ECHO, EU, and national ministries of foreign affairs, particularly of their grant application, proposal writing and reporting procedures, is also essential.
- Ability to handle and navigate in a potentially stressful environment
- Proven field experience in project implementation through partners in conflict-affected or post-crisis countries
- Previous experience in building organizational and technical capacity of national partners
- Documented experience of report writing, information management and analytical skills, applied to assessment and programming
- Solid Experience from the Red Cross Red Crescent Movement is an asset; experience from the geographical region would be an advantage
- An advanced degree in Social Sciences, Public Health, or any related field
- Excellent English speaking and writing capability, and Arabic will be an advantage.
- Ability to handle a significant but varied workload over extended periods of time.
- The ability to live under restricted conditions in Sana’a, and in Djibouti, and to tolerate periods under a heightened security state.
- Excellent diplomacy, communication, coordination, negotiation, networking, and facilitation skills.
- Be self-supporting in computers and possess a valid international driving licence.
