    ORGANIZATIONAL CONTEXT

    These jobs are found in Regional Bureaux (RBs), Country Offices (COs), Area/Field Offices (AOs/FOs). Job holders typically report to a Programme Policy Officer or Head of Field Office.

    At this level, job holders are expected to demonstrate responsibility and initiative to respond independently to various queries with only general guidance. There is a requirement to use judgment in dealing with unforeseen operational problems on a daily basis. Job holders are expected to manage resources and coach and coordinate support staff.

    JOB PURPOSE

    Under the Strategic Outcome 1 of the new CSP, WFP has committed to ensuring that people are better able to meet their food and essential needs, through support to crisis-affected populations to have safe and equitable access to adequate and nutritious food.

    More specifically under Act 1 of the new CSP 2022-2026, WFP aims to save lives and protect the food security and nutrition status of vulnerable populations affected by shocks and strengthen essential health and nutrition service delivery, while leveraging opportunities to initiate resilience building and self-reliance activities. actions associated with social protection, food security and nutrition, school feeding, and emergency response.

    Whilst WFP will continue to augment government capacity for emergency response, this CSP’s focus on capacity and systems strengthening promotes resilience and long-term sustainability and scalability of national responses.

    KEY ACCOUNTABILITIES (not All-inclusive)

    • Support update and review the capacity strengthening needs mapping matrix of INGC and identify specific capacity strengthening needs and priority areas of support from WFP
    • Identify the gaps and relevant areas requiring assistance from WFP
    • Development of annual work plans
    • Support with the development of joint fund-raising strategy
    • Support and Participate in the design and development of tools and systems aiming at improving the efficiency and effectiveness of disaster preparedness and response capacities
    • Support the development of the electronic registration platforms that are compatible with the already existing Government systems such as INAS single registry System, Information and management systems available at CENOE
    • In coordination with WFP IT identify equipment needs at central and decentralized level
    • Follow up on equipment purchase and provision to INGC;
    • Support INGC to conduct trainings to the relevant staff at decentralized level and conduct pilots on using mobile devices for beneficiary registration,
    • Support INGC to pilot beneficiary registration in target districts
    • Support conducting lessons learnt exercises and improvement of tools and mechanisms for an efficient humanitarian response
    • Perform other duties as needed Support CO to update the capacity needs assessment to INGC and ensure that annual Work Plans are produced implemented and monitored

    Standard Minimum Qualifications

    Education: University degree or equivalent qualification, preferably in a field or discipline relevant to the position, i.e. food security, humanitarian assistance, information technology, information systems, or communication. Significant relevant experience may be considered in place of a university degree.

    Experience: Minimum 5 years of relevant experience in the areas of humanitarian assistance science, humanitarian affairs, food security, information technology, information systems, or communication.

    Language: Fluency in English and Portuguese language, both orally and in writing.

    Other Specific Job Requirements

    • Excellent command of data storage and management; Knowledge of spreadsheets and databases (MS Excel and MS Access) or other databases
    • Desirable technical skills:
    • The expertise of GIS software: ArcGIS preferably or other mapping software would be an asset
    • Willingness and ability to work in challenging environments and often critical conditions
    • Ability to work in a multicultural environment

    • Has worked with technical teams (i.e. nutrition, VAM, etc.).
    • Has contributed to implementation of programmes.
