This position is located in the Programme Unit of the Secretariat of the Central Emergency Response Fund (CERF) of the Humanitarian Financing and Resource Mobilization Division (HFRMD) in the UN Office for the Coordination of Humanitarian Affairs (OCHA) in New York. OCHA is the part of the United Nations Secretariat responsible for bringing together humanitarian actors to ensure a coherent response to emergencies. OCHA also ensures there is a framework within which each actor can contribute to the overall response efforts. OCHA’s mission is to mobilize and coordinate effective and principled humanitarian action in partnership with national and international actors in order to alleviate human suffering in disasters and emergencies; advocate the rights of people in need; promote preparedness and prevention and facilitate sustainable solutions. The incumbent reports to the Head of Unit or Window Lead.

Responsibilities

Within limits of delegated authority and depending on location, the Programme Assistant is responsible for the following duties: • Assists in the coordination and processing of CERF interim updates and final reports; monitors status of interim updates and final reports and receipt of relevant documentation for review and clearance. • Compiles, summarizes, and presents basic information and data on CERF applications, projects, project revisions, interim updates, final reports and related topics or issues. • Reviews project documents, especially applications including strategies and projects, and final reports, for completeness and compliance with relevant rules and procedures prior to submission for final clearance; identifies inconsistencies and missing data and information ensuring overall data quality throughout the CERF programme cycle; formats and publishes reports to CERF website upon clearance. • Drafts correspondence on administrative and reporting-related issues and prepares and updates periodic reports, briefing notes, graphic and analytical summaries, spreadsheets, etc. • Provides general office assistance; responds to complex information requests and inquiries; reviews, logs and routes incoming correspondence; sets up and maintains files/records; organizes meetings, workshops; handles routine administrative tasks, such as maintaining attendance records, assessing telephone billing, etc. • Serves as focal point for administrative coordination of CERF activities, involving liaison with diverse organizational units to initiate requests, obtain necessary clearances, process and follow-up on administrative actions, e.g., recruitment and appointment of personnel, travel arrangements, training or study tours, authorization of payments, disbursement of funds, procurement of equipment and services, etc. Provides HR-related processes in the CERF secretariat (e.g., recruitment, contract extension, flexible working arrangements, onboarding, etc.) and provides general administrative assistance to all CERF personnel, as required. • Provides guidance/training to new/junior personnel. Orients new personnel to relevant administrative procedures and practices, oversees their onboarding. • Performs other duties as assigned.

Education

High school diploma or equivalent.

Work Experience

A minimum of five (5) years of work experience is required in general office support, programme or project administration, technical cooperation or related area. The minimum years of relevant experience is reduced to three (3) for candidates who possess a first-level university degree or higher. Advanced MS Excel skills, familiarity with online grant management systems, website management and knowledge of MS PowerBI is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required. Knowledge of French, Spanish or Arabic, is desirable.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by a competency-based interview.
