Org. Setting and Reporting

This position is located in the Programme Unit of the Secretariat of the Central Emergency Response Fund (CERF) in the UN Office for the Coordination of Humanitarian Affairs (OCHA), in New York. OCHA is the part of the United Nations Secretariat responsible for bringing together humanitarian actors to ensure a coherent response to emergencies. OCHA also ensures there is a framework within which each actor can contribute to the overall response efforts. OCHA’s mission is to mobilize and coordinate effective and principled humanitarian action in partnership with national and international actors in order to alleviate human suffering in disasters and emergencies; advocate the rights of people in need; promote preparedness and prevention and facilitate sustainable solutions.

The incumbent reports to the Head of Unit or Window Lead.

Responsibilities

Within limits of delegated authority, the Programme Assistant (Report Assistant) is responsible for the following duties:

• Assists in the coordination and processing of CERF interim updates and final reports; monitors status of interim updates and final reports and receipt of relevant documentation for review and clearance.

• Compiles, summarizes, and presents basic information and data on CERF applications, projects, project revisions, interim updates, final reports and related topics or issues.

• Reviews project documents, especially applications including strategies and projects, and final reports, for completeness and compliance with relevant rules and procedures prior to submission for final clearance; identifies inconsistencies and missing data and information ensuring overall data quality throughout the CERF programme cycle; formats and publishes reports to CERF website upon clearance.

• Serves as focal point for administrative coordination of programme/project implementation activities, involving extensive liaison with a diverse organizational units to obtain necessary clearances, process and follow-up on administrative actions, e.g., approval of CERF projects, disbursement of funds, approval of project revisions, etc.

• Compiles, summarizes and enters data on CERF allocations and project delivery; drafts related status reports, identifying shortfalls in delivery, and brings to the attention of management.

• Drafts correspondence on CERF-related issues and prepares and updates periodic reports, briefing notes, graphic and statistical summaries, etc.

• Provides general office assistance; responds to complex information requests and inquiries; reviews, logs and routes incoming correspondence; sets up and maintains files/records; organizes meetings, workshops; handles routine administrative tasks, such as maintaining attendance records, assessing telephone billing, etc.

• Provides guidance/training to new/junior staff.

• Performs other duties as assigned.

• Accountability: Takes ownership of all responsibilities and honours commitments; delivers outputs for which one has responsibility within prescribed time, cost and quality standards; operates in compliance with organizational regulations and rules; supports subordinates, provides oversight and takes responsibility for delegated assignments; takes personal responsibility for his/her own shortcomings and those of the work unit, where applicable.

Education

High school diploma or equivalent is required.

Work Experience

A minimum of five (5) years of experience in programme or project administration, technical cooperation or related area is required.

Experience coordinating complex, multi-stakeholder processes is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required. Knowledge of French, Spanish or Arabic is desirable.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

Special Notice

• This position is temporarily available for 364 days, the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment.

• While this temporary assignment may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post.

• Staff members of the United Nations common system organizations who will reach the mandatory age of separation or retirement within the duration of the current temporary need period are not eligible to apply. • Passing the Global General Service Test (GGST) is a prerequisite for recruitment consideration in the General Services and related categories in the United Nations Secretariat. Applicants who have not passed the GGST at the time of application may be invited for the test after submitting an application. Having passed the Administrative Support Assessment Test [in English] at the United Nations headquarters, Economic Commission for Africa, Economic and Social Commission for Western Asia, United Nations Office at Geneva, United Nations Office at Vienna, International criminal tribunal for Rwanda or International Criminal Tribunal for the former Yugoslavia may be accepted in lieu of the GGST.

• This position is subject to local recruitment pursuant to staff rule 4.4 of the United Nations Staff Rules. All staff in the General Service and related categories shall be recruited in the country or within commuting distance of each office, irrespective of their nationality and of the length of time they may have been in the country. A staff member subject to local recruitment shall not be eligible for the allowances or benefits exclusively applicable to international recruitment.
