The current UNICEF´s Country Programme (2022-2026) is contributing to the National Agenda for the Sustainable Development Goals. Its overarching objective is to increase child-centred human development in Honduras, while developing humanitarian preparedness and response capacities and resilience to climate change and natural hazards. It focuses on strengthening the State’s capacity to promote children’s and adolescents’ rights. The overall objective of the programme is that more children and adolescents, particularly the most disadvantaged, access social protection, use equitable, quality and resilient health, nutrition and WASH services, improve learning outcomes and life skills, and develop in safe and protective environments, then they will benefit from increased child-centred human development.

To reach the goal, the Country Programme was structured in 5 sectoral components (Health & Nutrition, WASH, Education, Social Protection and Child Protection) and an additional Programme Effectiveness component to support effective programme delivery, including planning, monitoring, evaluation, external communication for advocacy and humanitarian coordination. This component coordinates cross-cutting programming, including social and behaviour change strategies, gender-transformative programming and innovations.

It is expected that during this programme cycle, communications and public advocacy will have a key role in managing engagement with the private sector for resource mobilization, leveraging assets and promoting advocacy and better business for children.

The section of Monitoring and evaluation is commited to continuously monitor the situation of children and the programming environment, putting in place a solid and timely monitoring system, to analyze barriers and bottlenecks to the achievement of results. Progress against results will be systematically tracked through internal Monitoring and Evaluation (M&E) procedures to identify progress, constraints and lessons learned, and to foster adaptive management to identify new realities, risks and opportunities and adapt the programme logic, goals and solution pathways as needed.

After Covid19 and the tropical storms that hit the country, it is expected that Honduras will be facing humanitarian crises for the next years, and there is a great need for a humanitarian strategy that builds resilience and strengthen the linkage between development and humanitarian action, implementing quality standards such as the core commitments for children.

Purpose of the Job

Under the close supervision and guidance of the supervisor, the programme assistant supports the sections of Monitoring and Evaluation, Communications, Humanitarian Coordination and the sector of Water, Sanitation and Hygiene through providing a range of procedural, administrative, operational support in developing, implementing, executing and monitoring their country programme, ensuring timely and effective delivery that is consistent with UNICEF rules and regulations.

Key Functions, Accountabilities And Related Duties/tasks

  • Support to programme development, planning and execution
  • Compiles data and information on subject matters relevant to the work of the section to facilitate preparation of reports, working papers, and presentations.
  • Prepares and maintains records pertaining to programme planning and development for his/her respective section.
  • Carries out transactions in VISION ensuring programme results, activities and programme coding are as per annual work plans (AWPs), and makes amendments and alterations as per section revisions when necessary.
  • Arranges meetings, workshops and training courses pertaining to programme development, and provides support in making the necessary logistical arrangements.
  • Following up both internally with the Supply section and externally with counterparts to ensure supplies for programme implementation are delivered in a timely and accurate manner.
  • Providing travel assistance to staff members in section for travel arrangements and entitlements based on the organization’s rules and policies. Liaising with relevant travel focal points to ensure that the organization obtains the best service and price for all travel.
  • Support to monitoring and reporting of programme results
  • Provides support on budget revision/preparation, implementation status, determination position of funding utilization, operational, and financial closure.
  • Monitors budgets and financial expenditures of section, ensuring compliance with UNICEF rules and regulations, keeping supervisor informed and advised on actions for decision/follow up.
  • Prepares and maintains records, documents and control plans for the monitoring of project/programme implementation.
  • Support in resource mobilization
  • Compiles and organizes information and data pertaining to donors (both current and potential).
  • Compiles and organizes data and information to assist in the preparation of periodic or ad-hoc financial reports relating to country office and donors to support the office in optimizing use of programme funds.
  • Carries out transactions in VISION pertaining to grants for his/her section such as registering grant allotments and tracking expiring programme grants.
  • Supports the processing of contracts for consultants and external partners pertaining to the section. This includes preparing and filing documents, completing necessary forms and templates, uploading TOR’s in VISION, and making necessary logistical arrangements.
  • Support in Knowledge Management and capacity building
  • Gathers and shares information as needed in support of improving the processes and daily operations of the section.
  • Supports capacity development activities related to performance monitoring, programme development, and related internal UNICEF systems/tools by drafting necessary correspondence, compiling data reports and maintaining relevant records.

To qualify as an advocate for every child you will have…

  • Completion of secondary education is required, preferably supplemented by technical or university courses related to the work of the organization.
  • A minimum of 5 years of progressively responsible administrative or clerical work experience is required.
  • Developing country work experience and/or familiarity with emergency is considered an asset.
  • Fluency in English and Spanish is required. Knowledge of another official UN language (Arabic, Chinese, French, or Russian) or a local language is an asset.
  • Additional Skills:
    • Strong organizational, planning and prioritizing skills and abilities
    • Training and experience using MS Word, Excel, PowerPoint, SAP and SharePoint
    • Strong office management skills.
    • Ability to work effectively with people of different national and cultural backgrounds.
