II. Organizational Context and Scope

The International Organization for Migration (IOM) is committed to the principle that humane and orderly migration benefits migrants and society. As the leading UN Migration Agency, IOM acts with its partners in the international community to: assist in meeting the growing operational challenges of migration management; advance understanding of migration issues; encourage social and economic development through migration, and uphold the human dignity and well-being of migrants.

The proportion of foreign workers in the employed population in Gulf countries is among the highest in the world with an average of 70.4 %, and account for over 10% of all migrants globally[1]. To support safe and regular labour migration to the region, IOM works closely with Governments and other stakeholders to strengthen labour-related processes and policies that ultimately benefit foreign workers, Governments, employers, recruitment agencies, and other actors.

The “Labour Mobility & Social Inclusion” (LMI) Unit at IOM-Bahrain is currently responsible for supporting the strengthening of labour migration and employment conditions in the the Kingdom of Bahrain and the Kingdom of Saudi Arabia (KSA). This includes but is not limited to ethical recruitment, skilling and training, engagement with employers, labour policy reforms as well as advocating for programmes for migrant workers and employers. IOM-Bahrain also hosts the Comprehensive Information & Orientation Programme (CIOP) Hub, which has a mandate to serve IOM missions around the world in advocating and developing tailored and harmonized orientation programmes for labour migration.

Under the overall supervision of the Head of LMI, and the direct supervision of the Project Officer (LMI), the successful candidate will provide comprehensive and specialized support to the projects implemented by the LMI Unit in Bahrain, focusing largely on activities implemented in KSA. The successful candidate will be based in IOM-Bahrain.

III. Responsibilities and Accountabilities

The Project Officer (LMI) will be responsible for the following:

  1. Assist the LMI Unit in the overall planning, implementation, monitoring and reporting of activities, in compliance with IOM standards and procedures, as well as donor requirements;
  2. Support the implementation of activities in KSA, in coordination with the Project Officer (LMI);
  3. Support the coordination of activities with other IOM units;
  4. Assist in liaising the implementation of activities with the relevant stakeholders, as needed;
  5. Organize events, including meetings, training sessions, workshops and webinars, etc., with the participation of relevant stakeholders;
  6. Assist in drafting correspondence and communications, in Arabic and English, related to all aspects of project administration, including workplans, and prepare contributions for periodic reports;
  7. Compile, summarize, analyze, and present information/data on relevant topics in a precise and timely manner;
  8. Support the team keeping abreast of the development of national and international policies and practices aimed at facilitating labour migration and social inclusion whilst improving tools and instruments available by undertaking periodic desk reviews of relevant research, publications and studies, and compiling empirical data, when required;
  9. Undertake travel on authorized duty (TDYs), as required;
  10. Perform such other duties that may be assigned.

IV. Required Qualifications and Experience

Education

  • University degree in Political or Social Sciences, Development Studies, Human Rights, International Relations or Law, or other related field from an accredited academic institution with two years of relevant professional experience;

Experience

  • Experience in project coordination;
  • Experience in working with different stakeholders;
  • Knowledge on Bahrain’s and KSA’s migratory contexts and national labour migration policies;
  • Excellent capacities in writing in English and Arabic;
  • Experience in the field of labour migration is an advantage.

Skills

  • Excellent organizational and coordination skills.
  • Demonstrated ability to work under time pressure and deliver work of outstanding ability.
  • Meticulous and very attentive to detail.

V. Languages

Required: For all applicants, fluency in English and Arabic is required.

Desirable: Working knowledge of other UN languages.
