Organizational Setting and Work Relationships
The Programme Assessment and Analysis Officer may work in a field operation or as part of a Regional Bureau or in a division. The incumbent typically reports to the Assistant or Deputy Representative or the Representative or the Senior Programme Coordinator of the Bureau or other senior staff.
The role of the Programme Assessment and Analysis Officer is to ensure that assessment informs programme design and resource allocation, and that it is always conducted in a participatory manner in line with the Age, Gender and Diversity (AGD) and the accountability to Affected Populations (APP).
S/he will provide advice and guidance to ensure that the results of an assessment, both findings and the consequent programming decisions are fed back to the population of concern.
The incumbent will have contact with a wide variety of internal and external audiences ranging from staff in the region and staff from other UN and regional organizations with the overall objective of staying abreast of assessment findings and programmatic approaches. Also, the incumbent must ensure a close collaboration and involvement of the relevant technical specialists.
S/he will coordinate with the other sections/units within the Bureau and/or offices across the country/region to ensure harmonized Assessment & Analysis approaches at all levels and throughout the UNHCR Operations Management Cycle. S/he will work in line with the overall UNHCR directions which crucially require working with partners, including with persons of concern, governmental institutions and the private sector, ensuring that programme management overall is approached as per UNHCR’s Strategic Directions, Global Strategic Priorities (GSPs), Global Compact for Refugees (GCR), corporate positions on SDGs.
The incumbent is expected to work in line with the multi-functional team (MFT) approach as defined within the Program Manual, ensuring the participation of relevant stakeholders in the Program Management Cycle.

Duties
– Ensure that assessment informs programme design and resource allocation, and that it is always conducted in a participatory manner in line with the Age, Gender and Diversity (AGD, accountability to Affected Populations (APP) and protection principles, including data protection.
– Ensure that a situational analysis is undertaken to inform multi-year and annual planning, including stakeholder analysis, context analysis, assessments of needs, risks and capacities of persons of concern and host communities.
– Support UNHCR’s advocacy objectives and operational priorities by identifying critical assessment and analysis needs.
– Coordinate the assessment and analysis plan, in close cooperation with IM staff ensuring consistency, efficiency and effectiveness of assessments, balance assessment needs against available technical resources, and identify gaps, overlaps and assessment fatigue.
– Coordinate the application and coherence of analytical frameworks, including legal and socio-economic dimensions to guide analytical processes and deliverables, in close cooperation with IM staff.
– Ensure that assessment and analysis findings systematically inform planning and monitoring processes as well other relevant decision-making bodies in a timely manner.
– Work with Information Management staff to ensure that assessments and analysis are adequately planned and resourced, harmonized, and conducted in line with UNCHRs principles.
– Work with Information Management, Registration and other data staff on development of severity models, population estimates and profiles, needs analysis, secondary data reviews, vulnerability and targeting models. Coordinate the development and implementation of targeting approaches and models, in cooperation with other relevant functions.
– Work with relevant colleagues in communicating assessment and analysis findings to maximise utility of assessment and analysis results.
– Support the assessments through the MFT approach.
– Collaborate with relevant partners, incl. inter-agency on joint assessments, UN country analysis and scan assessment and analysis environment to create synergies with other assessments and avoid assessment gaps.

– Support the identification and management of risks and seek to seize opportunities impacting objectives in the area of responsibility. Ensure decision making in risk based in the functional area of work. Raise risks, issues and concerns to a supervisor or to relevant functional colleague(s).

– Perform other related duties as required.

Minimum Qualifications

Desirable

Desired Candidate Profile

The incumbent is expected to have experience in conducting multi-functional/sectorial assessments, data collection and analysis, population surveys, poverty studies.
The incumbent is expected to have a good knowledge of UNHCR programmes and UNHCR programming.

We are looking for a profile with previous experience with household surveys and/or experience with national statistical office’s (NSO’s) quantitative household surveys. The position requires an experience in an Inter-Agency environment, with excellent interpersonal skills and the ability to establish and maintain good working relations with a variety of partners including among development actors, such as World Bank, International Finance Corporation, etc. In addition, the incumbent is expected to demonstrate excellent drafting and presentation skills including skills in development of strategic communication products on data-related topics.

it will be beneficial that the incumbent has experience in the coordination and management of a quantitative household survey series and strong organizational and programme management skills, including the ability to balance multiple tasks simultaneously, excellent verbal and written communication skills including the ability to convey and disseminate findings with technical and non-technical stakeholders.

Operational context

Occupational Safety and Health Considerations

The Security Level for Amman and the rest of the country is assessed at Level 1 (MINIMAL), except the northeast Jordanian Syrian border area, where it is assessed at Level 3 (MODERATE). Road traffic accidents remain a pertinent risk to staff. Vehicle travel is difficult at certain times due to adverse weather conditions, low visibility and/or heavy traffic.

Nature of Position

This position is entrusted to lead the office in its research, population surveys, and analysis of the situation of refugees in a coordinated manner. This is to support and influence evidence-based decisions of UNHCR and equally important of other stakeholders among national and multi-national institutions and organizations.

The incumbent will ensure that UNHCR applies sound methodologies and innovations, while enhancing the application of its data protection policy and mechanisms.

The incumbent will provide its guidance on and/or lead assessments, provide information on specific technical guidelines, briefings, trainings, provide inputs to evaluation, facilitate contacts with other partners, review reports, consult on technical protocols and standard operating procedures, and advise on the specific development of assessment modules and tools.

UNHCR has been playing a leading role in managing regular population surveys about vulnerability analysis of refugee populations, Vulnerability Assessment Survey (VAF). This survey remains key in understanding vulnerabilities and copying strategies of refugees in the country. This survey is complemented by other, more frequent and ad hoc surveys and/or assessments and continuously evolves. It has attracted other actors to contribute, for example, World Bank on understanding poverty, and WFP about food security. The incumbent will remain in the lead function for this assessment and will further strengthen strategic partnerships with other UN agencies including WFP, and INGOs, to share information, experiences, carry out joint assessments and feasibility studies, produce joint guidelines, implement joint projects where appropriate, seek new opportunities for collaboration, seek technical support, conduct joint trainings and operational research.

Furthermore, the incumbent is expected to lead an Inter-Agency coordination forum, Assessment, Analysis and Learning (AAL) Hub.

The incumbent holds a professional position responsible for the provision of technical support and advice on strategic planning and policy-making on activities within the area of Well-being/Basic Needs.

Living and Working Conditions

Amman: Jordan has a total population of 9.4 million people. Amman houses 42% of Jordan’s population, 4.008 million, making it the populous city in the country. Amman is categorized as (A) duty station.

Rent in Amman can vary depending on the size of the property itself, number of bedrooms and the area of Amman in which it is located. Renting a 3-bedroom apartment can range from 1100 – 2500 USD per month.

Amman tends to have a Mediterranean climate; summers are mildly hot, winter usually starts around the end of November and continues until mid-March, there is occasional snowfall.

The medium for teaching in international schools is English, however there are a few French language schools as well. There is a plethora of institutions for children of all ages from pre-school to high school as well universities.

The majority of international educational institutions are in Amman.

Amman is the home to many top-end hospitals and clinics. Due to Jordanian healthcare’s international appeal, nearly all doctors and many support staff speak English. Healthcare here is also very accessible and affordable.
