Purpose of consultancy:

South Sudan has made some progress, albeit slow, in improving the health of women, newborns, children and South Sudan and its people continue to reel from the impacts of years of conflict, violence, frequent disease outbreaks and limited development investment. Some 8.3 million people need humanitarian assistance. Almost half of all counties have a convergence of high needs related to food insecurity and protection issues. The years of conflict, violence and human rights violations have taken an enormous toll on the country’s people. Women and girls remain vulnerable to various forms of gender-based violence including rape. Presently only 45% of the health facilities are functional while homes have been destroyed and property looted.

Recently, the escalation in tensions and conflict in Tonga resulted in thousands of people displacing across several areas between Malakal and Tonga. Heavy fighting was reported between armed factions in Tonga town and neighbouring areas in Panyikang County, Upper Nile State. Fighting extended to Pakwa. At least 2,000 people were reported displaced to Agunjuok, near Malakal town. Reports have indicated that some residents in Tonga are fleeing towards Fakwar in Atar Payam, Fangak County, in Jonglei State. In Jonglei State, over 3,300 people from New Fangak moved to Old Fangak. Latest IRNA assessment conducted in February 2022 (prior to the conflict) indicated about 27,000 individuals in Tonga, but some population might have crossed also to Sudan. A total of 21,000 IDPs is considered as a planning figure for the current humanitarian response including in Tonga, Wic-Panyikang as well as the local people from Pakwa and Agunjwok who are expected to arrive in Adidyang within next weeks[1]. Further to this, humanitarian partners reported growing fears of renewed clashes due to the ongoing mobilizations/recruitments of forces in several areas.

The evolving conflict induced humanitarian situation in Upper Nile state required UNFPA’s humanitarian response scale up to the emergency affected population. In collaboration with the Field Coordinator based in Malakal Field Hub, the Program Analyst for SRH ensures the UNFPA’s response scale up responses. The duty station of the Program Analyst – SRH is in Malakal Humanitarian Hub and reports to the GBV Specialist – Malakal Field Hub**.**

The presence of UNFPA in the State is crucial in terms of providing coordination leadership for SRH and GBV to the myriad of humanitarian actors present in the State; mobilizing resources and partners to respond to the massive SRH and GBV needs, as well as working with the local government to support rebuilding the local health system, which is weak. In collaboration with the GBV Specialist – Malakal Field Hub, S/he ensures UNFPA’s humanitarian response on SRH as well as supports the implementation of the Country Programme in Malakal Humanitarian Hub. The Program Analyst for SRH substantively contributes to the management of UNFPA activities in Upper Nile State. The Program Analyst for SRH proactively provides information on the achievement of results in the implementation of UNFPA’s humanitarian and development program primarily on SRH but also on GBV as the need arises. S/he also serves as SRH Working Group coordinator in Malakal Humanitarian Hub.

Scope of work

• Supports / facilitates the establishment and functioning of the SRH Working Group under the Health Cluster
• Provides leadership at the state levels in terms of SRH coordination; attend and actively participate in the coordination of all SRH stakeholders at the field level as needed through an effective coordination mechanism and Working Groups
• In collaboration with UNFPA implementing partners and other partners, s/he ensures the implementation of Minimum Initial Service Package for SRH to populations affected by the current emergency and / or future acute emergencies emanating from conflict, flooding, drought etc.
• Provides technical and operational guidance on MISP implementation and audience-specific orientation sessions when and where feasible (e.g., for service providers, community health workers, program staff and the affected population, including adolescents)
• Advocates and ensures the inclusion SRH needs (including reproductive, maternal and newborn health, family planning information and services, STIs and HIV prevention, care and treatment, and care for survivors of GBV) are addressed within the health cluster needs assessment and findings reports, contingency and preparedness plans, and situation reports generated at state level
• Conducts the 5W’s mapping of SRH partners working on humanitarian program in Upper Nile State
• Represents UNFPA in the Health Cluster, Inter Cluster Coordination Meetings, and other ad-hoc coordination meetings to ensure the SRH needs of affected populations is captured
• Ensures the establishment of strong linkages between SRH and GBV programs
• Conducts routine needs assessments and gaps and make proposals to improve SRH service delivery and expansion to the target groups in greater Unity.
• Contributes to enhancing local capacity to develop and maintain reproductive health services and commodity systems. These tasks will involve design and facilitation of formal training and conducting informal, on-the-job training.
• In liaison with the GBV Specialist – Malakal Humanitarian Hub, S/he raises awareness among implementing partners as well as community leaders for improved SRH service delivery including safe motherhood including post abortion care, family planning, sexually transmitted infections/ HIV, sexual and gender-based violence.
• Closely interacts with the GBV partners and facilitates the medical aspects of assistance to GBV survivors.
• Assists in the dissemination of national guidelines, protocols and IEC material for improved SRH and family planning service delivery.
• Provides technical support to the State MOH and humanitarian implementing partners in forecasting/ quantification, requisitioning, storage/ warehousing, distribution, logistics management information management (LMIS), M&E, and coordination.
• Supports and builds the capacity of the State MOH and implementing partners in the collection, reporting, analysis, and use of SRH and logistics data for decision-making and for M&E.
• Regularly undertakes monitoring missions/ supportive supervision to medical warehouses to assess RH commodities stock status and storage conditions and prepare substantive reports of the missions and follow up on administrative actions.
• Carry out any other duties as may be required by UNFPA leadership

Expected Deliverables

• The consultant will provide weekly progress reports and supervisor will undertake weekly performance assessment based on the deliverables in the scope of work.
• The Consultant will provide a comprehensive report as hand over note.
• The Program Analyst – SRH establishes and maintains collaborative relationships with counterparts in the local government and civil society to address emerging issues and to facilitate program delivery.
• Internal contacts include the Representative, Deputy Representative, the Emergency Coordinator, the CO’s programme/technical team, and operations team.
• External contacts include other UN agencies in the Hub catchment area, and counterparts as well as partners in Country program activities, including international NGOs, experts etc

Required expertise, qualifications and competencies, including language requirements.

• Advanced university degree in, public health, medical sciences, reproductive health, or another related field social science discipline is required
• Two years of progressively responsible professional work experience primarily on SRH with some degree of exposure to GBV programming and implementation as well
• Field experience in emergency program planning, management, or evaluation. Experience working through Implementing Partners and Government is an asset.
• Relevant UN, government or international NGO experience is an asset, preferably in a complex, volatile, humanitarian context.
• Experience in planning and facilitating training and other capacity-building initiatives especially in Minimum Initial Services Package for RH, Emergency Obstetric Care, and related areas.
• High resilience and coping with stress abilities. The capability of delivering results on time, even under stress

Languages:

• Fluent in written and spoken English, knowledge of Arabic will be an asset.
