Background and Organizational Context

Under the guidance and direct supervision of the Programme Specialist/Environment and Climate Action Cluster Leader, the Programme Analyst is responsible for management of UNDP programme within the thematic/sectoral areas assigned and will provide policy and technical support in the area of climate change mitigation and adaptation , energy efficiency and renewable energy. The Programme Analyst analyzes political, social and economic trends and participates in the formulation, management and evaluation of programme activities within a portfolio. The Programme Analyst promotes a client-oriented approach consistent with UNDP rules and regulations.

The Programme Analyst guides and coordinates activities of the relevant projects’ staff. The Programme Analyst works in close collaboration with the CO Management Support and Business Development, Programme and Operations teams, programme staff in other UN Agencies, UNDP HQs staff and Government officials, technical advisors and experts, multi-lateral and bi-lateral donors and civil society ensuring successful UNDP programme implementation.

Position Purpose

Summary Of Key Functions

  • Support implementation of the programmes in the area of climate change mitigation and adaptation, energy efficiency and renewable energy;
  • Operational support to the portfolio in the area of climate change mitigation and adaptation, energy efficiency and renewable energy.
  • Preparing the proposals for effective resource mobilization in the areas of climate change mitigation and adaptation, energy efficiency and renewable energy;
  • Support to establish strategic partnerships in the area of climate change mitigation and adaptation, energy efficiency and renewable energy.
  • Provision of top-quality advisory services to the Government and facilitation of knowledge building in the area of expertise;
  • Coordinating work on gender mainstreaming in the portfolio in the area of climate change mitigation and adaptation, energy efficiency and renewable energy

Duties And Responsibilities

Ensure effective management of programme strategies focusing on quality control of the full cycle of programming from formulation to implementation achieving the following results:

  • Carry out thorough analysis and research of the political, public policy, social and economic situation in the country and preparation of substantive inputs to United Nations Sustainable Development Cooperation Framework (UNSDCF), Country Programme Document (CPD), and other documents in the areas of responsibility;
  • Identify strategic interventions within the programme areas assigned;
  • Ensure alignment and compliance with UNDP strategic planning and results framework and develops monitoring and evaluation indicators for the assigned programme areas;
  • Undertake reviews and prepare results reporting in line with country office/ corporate requirements and procedures.

Participate In Effective Management Of The CO Programme And Projects Within The Thematic/sectoral Areas Assigned Focusing On Quality Control From Formulation To Implementation Of The Country Programme Achieving The Following Results

  • Apply effectively the Results Based Management (RBM) tools, establish management targets and monitor achievement of results;
  • Design and formulate the CO programme within the area of responsibility including results resource framework, communications and monitoring plan, translating UNDP’s priorities into local interventions. Coordinate programme implementation with the implementing partners.
  • Identify and introduce performance indicators/ success criteria, cost recovery measures, targets and milestones.
  • Initiate project, including presentation of the Project Appraisal Committee (PAC), entering project into Quantum , finalization of contribution agreement; determination of required revisions; coordination of the mandatory and budget re-phasing exercises, closure of projects through review. Programme Analyst performs functions as applicable in Quantum , and participation in recruitment processes for projects.
  • Plan, design, formulate and coordinate necessary approvals for programme and project management.
  • Establish programme and project management arrangements in line with Result Based Management guidelines of UNDP.
  • Be responsible for programme and project management in Quantum project management module including resource planning, reviewing/updating logs, quality planning, Annual Work Plans (AWPs) etc.
  • Be responsible for programme and project reviews, as mandated.
  • Ensure appropriate closure of projects in line with UNDP rules and regulations with proper follow up action plan and lessons learnt documentation.
  • Promote and build capacities of professionalism, integrity and UN values such as freedom from prejudices, within the unit as well as for partners.
  • Ensure financial and substantive monitoring and support evaluation of projects, identify operational and financial problems, and develop solutions. Support as required the audit of nationally implemented projects and ensure implementation of audit follow-up action plans.
  • Support evaluation of the programme impact. Monitor and analyze the programme environment to make timely readjustments in the project and portfolio.
  • Provide management and supervision of team / other staff members as required in the team.
  • Work closely with other programme and operations units and the UNDP senior management.
  • Network closely with project implementing partners and line Ministries to support them in project formulation, appraisal, implementation, monitoring and evaluation, information sharing, and best practices.
  • Be accountable for results, avoid duplications and reduce transaction costs by proper planning and coordination.
  • Perform other duties in line with the scope of responsibility as assigned by the Head of Environment and Climate Action Cluster, UNDP Uzbekistan.

Support creation of strategic partnerships and implementation of the resource mobilization strategy focusing on achievement of the following results:

  • Contribute to development partnerships in the programme area based on strategic goals of UNDP, country needs and donors’ priorities.
  • Undertake capacity assessment of partners and define need for development support and project support services.
  • Act as resource person for capacity building and training programmes organized by partners.
  • Design and coordinate relevant stakeholder consultations, workshops and conferences.
  • Analyze and research information on donors, preparation of substantive briefs on possible areas of cooperation, identification of opportunities for initiation of new projects (in consultation with partners), develop a resource mobilization action plan and mobilize resources from donors;
  • Explore and suggest new partnerships with donors, CSOs, Private Sector, and research institutions.

Provide Top Quality Policy And Advisory Services To The Government Of Uzbekistan And Facilitation Of Knowledge Building And Management Focusing On Achievement Of The Following Results

  • Share knowledge on area of responsibility in the area of climate change mitigation and adaptation, energy efficiency and renewable energy internally and with external partners.
  • Facilitate collaborative knowledge sharing events and exchanges in the area of climate change mitigation and adaptation, energy efficiency and renewable energy between Uzbekistan and other relevant countries.
  • Identify sources of information related to policy-driven issues. Identify and synthetize best practices and lessons learnt directly linked to programme country policy goals.
  • Contribute to development of policies and institutions that will address the governance bottlenecks and needs in collaboration with the Government and other strategic partners.
  • Make sound contributions to knowledge sharing including in South-South context, triangular cooperation, in knowledge networks and communities of practice.
  • Translate learning from programmes into material that can be shared on Knowledge Management (KM) networks as well as participate in such networks for knowledge sharing.
  • Keep abreast of the developments in the field in the country as well as outside and advice the senior management and guide the office in incorporating these in the UNDP support.
  • Organize trainings for project personnel on results-based programme and project management.

The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

The key results have an impact on the success of country programme within specific areas of cooperation. In particular, the key results have an impact on the design, operation and programming of activities, creation of strategic partnerships as well as reaching resource mobilization targets.

Education

Required Skills and Experience

  • Advanced University degree (Master’s Degree or equivalent) in climate change, energy, national resource management, environmental policy or science, or international development or related field.
  • A first-level degree (bachelor’s degree or equivalent) in the specified fields of studies with two years of relevant work experience may be accepted in lieu of the advanced university degree.

Experience

  • Up to 2 years (with master’s degree) or 2 years (with bachelor’s degree) of relevant experience at the national or international level in providing management advisory services, hands-on experience in design, monitoring and evaluation of development projects.
  • Experience in project management, monitoring, result reporting and donor reporting is required.
  • Working experience with International Development agencies in the field of climate change and environment is preferred.
  • Experience and knowledge of UNDP or UN systems is an advantage.
  • Experience working in multi-cultural teams is an advantage.
  • Prior experience in excellent presentation skills and ability to present complex ideas and concepts in understandable way is an asset;
  • Demonstrated experience in good planning skills and understanding of government as service provider concepts.

Language Requirements

  • Fluency in English and Uzbek. Good command Russian is desirable.
