The Program Operations (PrOps) Manager will provide day-to-day operational, financial, and administrative assistance and oversight to the two regional CSM-STAND Leader with Associate Awards, working close with others who provide operational support to Associate Awards (AA). The is position will report to the Deputy Director – Operations, with a dotted line to the CSM-STAND Chief of Party (COP).

Key Responsibilities

Budget and Financial management

  • Track and monitor leader award and pass through Associate Award budgets against expenditures, providing analysis and proactive guidance in areas of potential challenges.
  • Organize quarterly performance reviews for pass through AAs to include CSM-STAND leader and pass through AA management teams.
  • Lead the development of annual budgets for pass through Associate Award and LWA, both for donor and Pact’s organizational budget. Ensure accurate quarterly forecasting for all budgets.
  • Support Leader award and pass through Associate Award work-plan and budget development.
  • Develop and manage leader award budget modifications, realignments, no-cost extensions, and renewals.
  • Review CSM-STAND leader award consortium partner costed, no cost, and realignment budgets.
  • Lead cost-share tracking and reporting for the Leader award and pass through Associate Awards, in coordination with the CSM-STAND Grants Manager.
  • Ensure the completion of corrective action on any internal audits in portfolio.

Project Portfolio Management

  • Liaise with Pact Global Finance and Grants & Contracts teams to set up new projects and support processing of sub-agreements and modifications with consortium partners.
  • Provide regular timely and clear operations and administration-related communications and updates to key stakeholders, both within the organization and outside.

Compliance and Sub-grants Management

  • Liaising with CSM-STAND grants manager, review deliverables and approve payments for CSM-STAND sub-awards on pass through AAs
  • Working with CSM-STAND COP and Grants Manager, ensure compliance with both Pact and donor policies
  • Identify subgrantee risk and link to appropriate teams to mitigate risk.

Knowledge Management

  • Facilitate project-level knowledge management systems and processes and ensure compliance with DEC requirements.
  • Ensure project intellectual capital is properly captured, filed, and disseminated, including maintenance of donor deliverables in Salesforce.

Business Development

  • Where required, review and advise on Associate Aware proposal management sections and budgets, ensuring that they integrate CSM-STAND management guidelines, and are implementable within the proposed country operational context.
  • As needed, support and/or coordinate the development of Costed Extensions for Associate Awards, and the CSM-STAND leader awards

May support other projects from regional portfolios.

All other duties as assigned.

Basic Requirements

  • Master’s degree with three (3) years work experience or bachelor’s degree with at least five (5+) years work experience
  • At least one (1+) year management experience
  • Ability to oversee a large, complex, detail-oriented portfolio, oversee and manage budgets, expenditure analysis and tracking.
  • Experience with USG project management and knowledge of USAID Programs and Regulations.
  • Critical thinker with a can-do approach to problem solving, disaggregating large/complex problems to identify underlying drivers and critical nuances.
  • Proven experience managing staff and complex projects
  • Demonstrated effective interpersonal and creative problem-solving skills.
  • Demonstrated track record of successfully and effectively coordinating diverse project support units.
  • Demonstrated experience with project start-up. Ability to travel internationally.
  • Professional-level English language skills (written and oral).
  • Excellent oral and written communication skills.
  • Basic or working-level fluency in foreign language a plus.
  • Proficiency in Microsoft Office applications.

Preferred Qualifications

  • Experience overseeing and coordinating with international field offices.
  • Experience or interest in innovative approaches to development and private sector engagement.
  • Master’s degree in a field related to Pact’s mission, such as in international development, international relations, regional studies, economics, business, natural resource management, or public health
  • Competency in another language other than English (depending on region’s requirements)
  • Project Management certification
  • Familiarity with USAID rules and regulations, specifically 2 CRF 200 and cost principles
