The American Red Cross prevents and alleviates human suffering in the face of emergencies by mobilizing the power of volunteers and the generosity of donors. The American Red Cross International Service Department seeks to strengthen our local partners in the global Red Cross Red Crescent Network to deliver critical assistance across the disaster management cycle. International Services has established a Program Support Unit (PSU) to assist program teams in establishing and monitoring quality programs with a strong orientation to stakeholder accountability.

The Program Support Officer (PSO) [for the Ukraine Operation is a HQ, continental US remote based ] is part of the larger Program Support Unit (PSU). The PSO is responsible for monitoring that grants in an assigned portfolio are developed and implemented in compliance with required internal standards and processes as well as donor grant requirements and applicable rules and regulations.

The PSO shepherds grants through the award management cycle, serving as the point of contact between Program Units and Support units, analyzing process gaps, and flagging issues for resolution. The position reports to the PSU Manager.

THIS IS A FULLTIME REMOTE POSITION. CANDIDATES MUST BE LOCATED IN THE US. PREFERENCE FOR EAST COAST / DC METRO AREA.

Responsibilities:

  • Works closely with PSU Manager, Business Analyst and other support unit counterparts to ensure global, region, and country Program teams can meet department standards and grant requirements in areas such as proposal and sub-award development, sub-award compliance monitoring, and data management.
  • Monitors compliance with grant requirements and internal standards along the award management cycle, including concept and proposal development, agreement negotiation, and analysis of resource requirements, performance metrics, monitoring and evaluation plans, and reporting requirements.
  • Uses established systems and forums to inform relevant stakeholders when compliance risk and issues are identified. According to sub-granting modality and country or regional presence, coordinate with relevant program units and/or implementing partners to ensure programmatic and reporting compliance.
  • Monitors, through established BvA meetings and other relevant ISD forums and processes, budget spending and analyzes together with Programs and Finance implications for achievement of program goals and objectives.
  • Provides support to areas including data input for portfolio monitoring and dashboards.
  • Drafts and/or copy-edits proposals and donor reports and coordinates the process for developing specific concepts, proposals and sub-awards.
  • Participate in program and grant management related special projects and stretch assignments when needed and as primary roles and responsibilities of the PSO allows, and PSU Manager authorization.
  • Other duties as assigned.

Qualifications

  • Bachelor’s degree or higher in a relevant field required; Master’s degree preferred.

  • Minimum of five years relevant experience required.

  • Prior track record in successful grant management required.

  • Strong experience managing complex programmatic portfolios on tight timelines essential.

  • Proven track record delivering programs on time, scope and budget.

  • Must have excellent interpersonal skills and the ability to work effectively and in a collegial fashion with people from a wide range of backgrounds and cultures.

  • Must be responsible, self-motivated, and work well in both team and matrix structures.

  • Must be willing to maintain a flexible schedule to accommodate time zone differences, deadlines and responsibilities related to surge assignments.

  • Up to 25% international travel required with possible long assignments to support country or regional priorities.

  • Strong written and verbal communication skills in English are essential. Proficiency in relevant languages desirable.

  • Field experience working in developing countries managing disaster response, disaster preparedness, or recovery programs strongly preferred.

  • Experience working with local partner organizations preferred.

The salary range for this position is: $65,000 – $75,000
