The Tuberculosis Implementation Framework Agreement (TIFA) Project is a five-year cooperative agreement (2019-2024) funded by the U.S. Agency for International Development under Cooperative Agreement 7200AA19CA00013. TIFA is a key component of the USAID Global Accelerator to end TB in 24 countries. TIFA focuses on enhancing collaborative, locally-led efforts to build countries’ capacity to plan, finance, monitor and sustain their own high-quality TB programs. TIFA will contribute to the Journey to Self-Reliance by strengthening the ability of governments and civil society to reach the TB targets set by the UNGA HLM on TB. Financial support to government entities will depend on quantifiable milestones and targets designed to incentivize and strengthen the accountability of national TB programs, while simultaneously increasing domestic investment in the fight to eliminate the disease.

As a member of the TIFA Team, the Program Officer will provide grants, administrative, finance, and program support for successful implementation. This includes tracking and reporting on grants, reviewing and processing financial transactions, and liaising with program staff at all levels to ensure project cohesion. The Program Officer is expected to travel internationally to TIFA countries as needed. The Program Officer will initially report to the Program Director.

RESPONSIBILITIES

General Project Support

  • Provide day-to-day operational support for TIFA program implementation. including:
  • Collaborating with staff to schedule, draft agendas for, and support facilitation of routine team meetings and internal program updates;
  • Assisting in the preparation of reports, presentations, briefs and other required deliverables as needed;
  • Maintaining project files in coordination with finance and grants teams;

Country Support

  • Provide day-to-day programmatic and operational support for a portfolio of countries, including:
  • Supporting the country teams through grant co-design including review of concept papers, activity plans and budgets, and draft feedback documents; coordination of logistics for co-design workshops;
  • Scheduling and participating in routine calls with country teams, USAID, and grant recipients;
  • Supporting country teams through grant implementation and monitoring including review of grant deliverables together with country leads, drafting of communication materials (tweets, success stories, etc.), drafting of country reports
  • Assisting with identifying consultants, drafting contracts, monitoring deliverables, and processing and tracking payments;
  • Assisting with procurement activities including preparation, negotiation, and management of subcontracts and vendor agreements;
  • Participating in country start-up activities in coordination with Finance and Operations team, including field visits as necessary;
  • Perform other duties as determined by the Project Director and/or other members of the senior management team.

QUALIFICATIONS

  • Bachelor’s degree in Management, Finance, International Development, or related field preferred;
  • Three years of experience working on USAID/USG-funded projects, grants programs strongly preferred; Ability to work independently, take initiative, and manage various activities in a team setting with minimal supervision;
  • Excellent oral and written English communication skills;
  • Proficiency in French preferred;
  • Computer literacy required (Excel, MS Word, and Windows); familiarity with accounting and database software highly preferred;
  • Experience living/working in a culturally diverse environment;
  • Ability to travel internationally
