PROGRAM OFFICER

KUALA LUMPUR, MALAYSIA

The American Bar Association Rule of Law Initiative (ABA ROLI) seeks a Program Officer (PO) to support the implementation of projects funded by the U.S. Government and other international donors. The PO will support the Malaysia Country Advisor in contributing technical, administrative, and logistical support to the implementation of program activities in Indonesia, coordinating and assisting with activities implemented by partner organizations in Malaysia. The project topics include strategic litigation, legal education, and community outreach.

The candidate should have experience with law and community advocacy in Malaysia, including supporting strategies to advocate for stronger protection of constitutionally-guaranteed rights for all people in Malaysia. The ideal candidate may have prior experience supporting donor-funded programming, preferably programming funded by the United States government. This position will be based in metro Kuala Lumpur and will report to the Malaysia Country Advisor based in Malaysia.

RESPONSIBILITIES

  • Responsible for day-to-day administrative tasks of assigned programs and support for MalaysiaCountry Advisor to ensure all programmatic requirements are being met/exceeded according to the ABA, ROLI, and grantor requirements;

  • Works with partners, supports accountability for all timely, accurate, and compliant in-country programmatic monitoring and evaluation;

  • Assists in developing project work plans, coordinating volunteer legal specialists and consultants, and assists in convening, organizing, and participating in training opportunities; contributes to effective collaboration and relationships to fulfill program objectives within cost constraints and garner additional funding from partners;

  • Assists program team in collaboration with ABA ROLI headquarters and Malaysian authorities to ensure that all programs and operations are compliant with local laws and regulations and, if required, have received all regulatory licensing/registrations prior to offering the program;

  • Assists program team to ensure compliance with all donor, ABA, US, and Malaysian laws and regulations while supporting the program(s); ensures personal and program compliance with applicable anti-corruption laws;

  • Performs other related duties as required.

REQUIRED QUALIFICATIONS

  • University degree in law, environmental studies, sustainability studies, law, global affairs, international relations, or another relevant field.

  • At least 1-2 year(s) of relevant professional experience related to legal rights in Malaysia, civil society development, or community advocacy.

  • Familiarity with rural and Indigenous communities in Malaysia and impact of rights advocacy on these communities.

  • Experience working with government and other key stakeholders.

  • Ability to travel within Malaysia and internationally.

  • Legal ability to work in Malaysia .

  • Excellent written and verbal communication skills in English and Malay; ability to communicate in other local languages preferred.

PREFERRED QUALIFICATIONS

  • Experience supporting implementation of regional or multi-country initiatives.

  • Experience supporting implementation of programs funded by the United States government.

  • Experience working with colleagues remotely.
