Program Officer – International

Community Organized Relief Effort

CORE is seeking an experienced and highly motivated Program Officer to support ongoing programs in CORE’s international portfolio (Haiti, Brazil, and new countries), and international programs in the pipeline. In 2022 CORE is planning on increasing its international presence by exploring setting up of COVID vaccination operations in a few countries in Africa. These efforts will include coordination of activities between various departments and the role of the Program Officer will be critical in the initial startup and in routine backstopping. The Program Officer’s time will be split between providing grant management support to Haiti, and providing grant management and start-up support to Brazil and new country programs. The Program Officer will temporarily report to the VP of Programs and their primary responsibility will be to provide overarching program and grants management support to CORE’s international teams.

Responsibilities Grant Management Support, Haiti :

  • Works closely with Area Director and other field leadership to provide grants management support to Haiti’s ongoing programs (including, but limited, to a USAID/BHA funded Earthquake Emergency Response Program and the CBF funded “Haiti Takes Root” program).

    Contract follow-up:

  • Ensure that contractual obligations and reporting deadlines are known and met by Program, M&E, and finance teams.

  • When any issue is identified in meeting deliverables in the given timeframe and budget, work with relevant staff in country and, as needed, seek CORE national Programs Department advice on potential solutions that would meet donor rules.

  • Liaise with donor, in collaboration with Area Director, when required to address issues, file contract amendments, etc.

    Reporting:

  • Works closely with Area Director and other field leadership to provide grants management support to Haiti’s ongoing programs (including, but limited, to a USAID/BHA funded Earthquake Emergency Response Program and the CBF funded “Haiti Takes Root” program).

  • Ensure that contractual obligations and reporting deadlines are known and met by Program, M&E, and finance teams.

    Partner Follow-up:

  • When any issue is identified in meeting deliverables in the given timeframe and budget, work with relevant staff in country and, as needed, seek CORE national Programs Department advice on potential solutions that would meet donor rules.

  • Liaise with donor, in collaboration with Area Director, when required to address issues, file contract amendments, etc.

  • Review narrative reports, reflecting the progress and status of projects in a transparent, timely and professional manner, and provide drafting support as needed.

  • Submit reports to donor and/or donor submission platforms and act as primary focal point for donor – implementation teams communications.

  • Ensure ad hoc requests from donors are addressed in liaison with the Area Director, program and support teams.

  • Liaise with partners when required to develop relevant grant agreements/grant amendment in close coordination with Area Director, programs and support teams and CORE HQ Programs Department.

Responsibilities Grant Management and Start-up support for all other international programs:

  • Works closely with teams CORE’s team in Brazil to coordinate and support programs across the board, performing the above contract follow-up, reporting, and partner follow-up support for the Brazil team as needed.
  • Works closely with CORE national Programs team (President/COO, VP of Programs, Director of Technical Services, and M&E manager) to start-up new international programs in the pipeline.
  • Support knowledge management for programmatic documents, including structure design, set-up, and maintenance of files and folders for new programs.
  • Provides administrative support to the national team, including managing meeting logistics (scheduling and minutes), supporting travel arrangements, contributing to recruitment efforts, and coordinating internal and external communications as needed.
  • Work together with national Programs team to monitor, analyze and troubleshoot any challenges to program start-up and resolve any issues that arise.
  • Ad hoc proposal support as needed.

Other duties as assigned by VP of Programs:

  • Travel to CORE’s implementation locations as needed.

Qualifications:

  • 3-5 years of professional experience in grant management, project management, planning, nonprofit management, or other related positions.
  • Bachelor’s degree in International Relations, International Development, or related field.
  • Experience in the international humanitarian sphere.
  • Exceptional diplomatic and interpersonal skills and ability to build strong professional relationships with diverse internal and external stakeholders in a challenging environment.
  • Experience working with institutional donors such as USAID a plus.
  • Excellent written and verbal communication skills.
  • Able to handle and complete multiple tasks simultaneously, work productively in a dynamic team environment, with accuracy, and attention to detail.
  • Ability to exhibit a professional, positive attitude, empathy, and strong work ethic.
  • Advanced knowledge of Microsoft Office suite.
  • Demonstrated strong problem-solving skills, qualitative and quantitative analytical capabilities.
  • Entrepreneurial spirit demonstrated through prior experience working in start-up like environments building new teams or programs and flexibility in the face of rapidly evolving scope and new challenges.
  • Demonstrated commitment to social justice and health equity.
  • Professional working knowledge of addition languages (French and Portuguese, especially) a plus.
