Program Officer, Intensive Case Management (ICM) Monitoring and Compliance

Job Overview: The Program Officer, ICM Monitoring, and Compliance sits within IRC headquarters Resettlement, Asylum and Integration (RAI) Department which manages programming that serves refugees, asylum seekers and other types of newcomers.The Program Officer, ICM Monitoring, and Compliance supports the overall quality assurance and compliance of the ICM Program. They will lead onsite and remote monitoring of ICM program across the IRC offices and affiliates. In coordination with the Senior Program Officer, Monitoring and Compliance, they will develop, implement, and maintain the monitoring and evaluation framework used to maintain donor compliance, tracking compliance metrics; and ensuring high quality program implementation standards. They will ensure to align protocols and procedures with the overall goals of the ICM program as well as RAI’s strategic objectives, within Resettlement, Asylum, and Integration (RAI) Department.

Major Responsibilities:

Responsibilities include, but are not limited to:

  • Support the development, implementation and maintenance of the IRC’s monitoring framework which includes case file checklists, client home visit and staff interview questionnaires among others.
  • Lead and conduct on-site and remote monitoring visits to IRC’s US offices and affiliates. This includes producing a final narrative report which aligns with donor guidelines.
  • Lead and complete follow-up desktop review and reports to ensure final compliance with internal and funder monitoring findings.
  • Support ICM staff across the network with donor monitoring preparation by assisting with review and organization of materials and management of deadlines.
  • Support the preparation of quantitative and qualitative reports on office performance. Collaborate with resettlement team members to identify training needs based on monitoring results.
  • Support compliance with donor requirements including tracking grant commitments across the network; review, editing and submission of reports in a timely manner.
  • Provide consultation, guidance, and recommended resources in response to questions and technical assistance requests.
  • Assist with the development and submission of grants management documents including continuation proposals and semi-annual project reports.
  • Support the development and delivery of trainings related to designated area of expertise, to include webinars, self-paced e-learning, online courses, etc.
  • Analyze trends across the network using relevant data sources and advise Senior Program Officer on best course of action.
  • Other duties as assigned.

**Job Requirements:**Successful candidates must possess deep knowledge and experience with the preferred communities or Intensive Case Management Program and measurement of program outcomes.

Education: Bachelor’s degree in social work or related field of study required.

Work Experience:

  • Advanced skills in MS Excel, data visualization and use of databases.
  • Must be able to communicate clearly verbally and in writing in a motivational manner.

Demonstrated Skills & Competencies:

  • Deep knowledge of the Office of Refugee Resettlement Preferred Communities Program and its guidelines.
  • Working knowledge of the Department of State’s Bureau for Population Refugees and Migration Reception and Placement Program, and the Office of Refugee Resettlement Matching Grant programs and their guidelines
  • 3+ years working on the preferred communities with emphasis on managing compliance.
  • Strong relationship building, diplomacy, and networking skills; ability to effectively build internal and external relationships.
  • Ability to work both independently and in a dynamic, cross-functional global team structure
  • Demonstrated ability to work effectively with stakeholders at all levels
  • Self-starter with excellent problem-solving skills combined with the proven ability to prioritize and manage time effectively.
  • Strong organizational and time-management skills; proven ability to prioritize and deliver on time
  • Highly Proficient in Microsoft Office applications (Word, Excel, Outlook); ability to use the internet and other digital tools for data entry, research, and problem-solving purposes.
  • Strong analytic problem-solving skills
  • Attention to detail and accuracy in work product.
  • Fluent in English, both spoken and written; proficiency in language(s) spoken by client group is desired.

Working Environment:

  • A combination of standard office environment, remote work, and ‘field’ time within the service delivery area to perform the above outlined responsibilities.
  • Occasional domestic (non-local) travel required; up to 35%.
  • May require occasional weekend and/or evening work.
