Program Officer, Evidence-Based Practice

Job Overview:

The Program Officer for Evidence-Based Practice willstrengthen the implementation of evidence-based practices in IRC’s Resettlement, Asylum, and Integration programs by supporting program teams with the cultural adaptation of evidence based-practices and the cultural adaptation of material via community participatory translation and content validation. They will also work closely with project Monitoring, Evaluation, and Learning (MEL) staff on cultural validation of measures and development of frameworks and tools to monitor and evaluate implementation of evidence-based practices.

Major Responsibilities:

Responsibilities include, but are not limited to:

  • Supporting the implementation, monitoring, and evaluation of evidence-based practices within multi-site projects. This includes IRC’s National Resource Center projects aimed at COVID-19 prevention and other health promotion initiatives for Refugee, Immigrant, and Migrant (RIM) communities in the United States, and a 5 year project funded by SAMSHA to establish a National Child Traumatic Stress Initiative Category II center—the Center for Adjustment, Resilience & Recovery (CARRE) that will provide training and education to over 5,000 providers on the trauma of forced migration and increase child and family access to culturally-and contextually-responsive adapted evidenced-based treatment to prevent the long-term consequences of childhood trauma in refugee, asylum and other forcibly displaced children, youth and families.

  • Working with project staff and program offices to understand and capture best and promising practices and develop related guidance, White Papers, and other materials to strengthen capacity of other service providers.

  • Developing a toolkit for implementing evidence-based practice within the resettlement sector—including guidance on cultural adaptation of evidence-based practices and cultural validation of program materials, and a framework and tools for monitoring and evaluating evidence-based practice.

  • Serve as a subject matter expert on the implementation of evidence-based practice, responding to requests for support as needed.

  • Other duties as assigned.

Job Requirements:

Education: Graduate degree in a related field of study strongly preferred.

Work Experience:

  • Relevant professional experience in human services field required; minimum of 3 years’ experience implementing evidence-based practices field strongly preferred.

Demonstrated Skills & Competencies:

  • Strong understanding of the field of implementation science.
  • Experience implementing evidence-based practices—experience adapting and implementing evidence-based practices for refugee, immigrant, or migrant populations preferred.
  • Familiarity with implementation outcomes and measures.
  • Experience with cultural validation of program materials through participatory translation and content validation.
  • Experience managing qualitative data including in-depth interviews and/or focus group discussions
  • Knowledge of refugee health/public health field would be an asset.
  • Strong relationship building, diplomacy, and networking skills; ability to effectively build internal and external relationships.
  • Demonstrated success working and communicating effectively in a multi-cultural environment.
  • Self-starter with excellent problem-solving skills combined with the proven ability to prioritize and manage time effectively.
  • Attention to detail and accuracy in work product.
  • Fluent in English, both spoken and written; proficiency in language(s) spoken by client group is desired.
  • Proficient in Microsoft Office applications (Word, Excel, Outlook); ability to use the internet and other digital tools for data entry, research, and problem-solving purposes.

Working Environment:

  • A combination of standard office environment, remote work, and ‘field’ time within the service delivery area to perform the above outlined responsibilities.
  • Occasional domestic (non-local) travel required; up to 10%.
  • May require occasional weekend and/or evening work.

Compensation: Posted pay ranges apply to US-based candidates. Ranges are based on various factors including the labor market, job type, internal equity, and budget. Exact offers are calibrated by work location, individual candidate experience and skills relative to the defined job requirement
