BACKGROUND

The International Rescue Committee (IRC) helps people whose lives and livelihoods are shattered by conflict and disaster to survive, recover, and gain control of their future. The IRC’s Resettlement, Asylum and Integration (RAI) department creates opportunities for refugees and other vulnerable migrants to gain stability and control of their future in the U.S. and Europe. RAI serves more than 50,000 individuals each year, through a diverse portfolio of programs aimed at five core outcomes: Health, Safety, Economic Wellbeing, Education and Power. RAI’s Protection programs help ensure that people who have been forcibly displaced are free from violence, exploitation, and abuse, with a particular focus on highly vulnerable populations including but not limited to women and children, LGBTQIA+, people with disabilities, and victims of crime. IRC accomplishes this work through collaboration with individuals, families and communities, direct services and supports, interagency collaboration, advocacy, and partnerships with formal and non-formal systems.

SCOPE OF WORK

The Program Officer provides support and guidance to IRC field offices regarding the implementation and monitoring of anti-trafficking programs throughout the IRC U.S. The Program Officer supports program offices in achieving compliance and programmatic objectives of anti-trafficking programs through communication, technical assistance, and monitoring support. The Program Officer develops long-term bilateral relationships with key staff in all local offices and supports IRC HQ Technical Units and Grants Management with program management responsibilities. The Program Officer reports to the Senior Technical Advisor for Protection within the Resettlement, Asylum and Integration Department.

MAJOR RESPONSIBILITIES

  • Support program teams in the tracking of programs results, including enrollments and outcomes and follow up on donor reports, aggregating results across sites to demonstrate collective impact.
  • Coordinate and communicate regularly with program staff on current and ongoing program needs
  • Respond to inquiries from local offices regarding program compliance and implementation.
  • Liaise regularly with assigned program offices regarding internal policies and procedures.
  • Support compliance with donor requirements including but not limited to tracking grant commitments across the network; review, editing and submission of reports in a timely manner; etc..
  • In collaboration with the STA and other members of the technical unit, develop guidance based on review of program guidelines, analysis of monitoring results, and other changes.
  • Develop and adapt tools, guidelines, assessments, policies, and curriculum to support high-quality, effective anti-trafficking initiatives.
  • Participate in relevant trainings and conferences.
  • Other duties as assigned.

KEY WORKING RELATIONSHIPS

Position reports to: Senior Technical Advisor, Protection.

Collaboration with: The Program Officer maintains close working relationships with all the members of RAI’s Programs Quality & Innovation unit, the Research, Analysis & Learning unit, the Resettlement unit, and with program staff in the field.

JOB REQUIREMENTS

  • Bachelor’s degree required; Master’s degree in Social Work, International Affairs, or related field desirable.
  • Minimum three to five years progressive non-profit experience, preferably with experiences in victim services.
  • Previous experience in leading program implementation, monitoring program compliance and providing technical assistance desired.
  • Demonstrated in-depth knowledge of protection issues, particularly human trafficking.
  • Excellent verbal and written communication skills as well as, an overall ability to be clear and concise in all communications.
  • Strong organizational and time-management skills; proven ability to prioritize and deliver on time.
  • Strong critical thinking, research, and analytical skills as well knowledge of evidence-based decision making.
  • Ability to work both independently and in a dynamic, cross-functional global team structure.
  • Highly proficient in Microsoft Office suite and command of databases and platforms.
  • Fluent in written and spoken English.

WORKING ENVIRONMENT

  • Standard office working environment.
  • Up to 20% of domestic travel as needed.
