Program Officer – Adolescent Health and Development | Quezon City Office | Fixed Term

Role Purpose

The Program Officer for Adolescent Health and Development is responsible for delivering positive results for adolescent children in support of Save the Children Philippines’ (SCP) strategy plan. This entails designing and delivering strategies and approaches on adolescent sexual and reproductive health and rights, learning, protection and participation in both development and humanitarian contexts. The strategies and approaches combine the different elements of Save the Children’s Theory of Change, i.e. engaging in strategic partnerships to drive innovation and adaptation; influencing and advocacy; and evidence building, which are all directed at achieving scalable and replicable results for adolescent children, that will keep them in school; and protect them from sexual and gender-based violence, early pregnancy and other risks and hazards that may affect them.

The job holder is expected to closely work and collaborate with a range of partners including child-led groups, NGOs, local and regional government, the academe and the private sector in developing and delivering policies, plans, programs and public investments that will benefit adolescents and their families.

Throughout the process, the job holder shall contribute to evidence building by regularly analyzing and contributing to the updating of the children’s rights situation in the area/s and by analyzing and utilizing data from program work for further program development and advocacy work.

QUALIFICATIONS AND EXPERIENCE:

  • Proven track record in designing and implementing Adolescent Sexual Reproductive Health and Rights (ASRHR) and/or Adolescent Health and Development programs
  • Have a clear understanding of rights-based framework and gender equality; familiar with child rights programming
  • Experience in engaging policy decision makers
  • Strong technical writing skills
  • Skills in module development, training, facilitation and presentation; can simplify and adapt training content to suit target audience
  • Critical thinking which is demonstrated by the ability to resolve program issues and integrate programs.
  • A university degree in health, psychology, sociology, education or other social science field is required.
  • Openness to learn; demonstrates a growth mindset and agility. Demonstrates agility and can easily adapt to changes in the environment;
  • Strong work ethics particularly: approaches work strategically, produces timely and quality outputs
  • Understands and believes in Save the Children’s vision, mission and values; commits to its principles, framework and objectives
