Organization Overview:
The American Bar Association Rule of Law Initiative (ABA ROLI) is a non-profit organization that implements legal reform programs. ABA ROLI has worked for over 25 years in more than 100 countries to promote the rule of law, advance human rights, strengthen judicial institutions, support legal professionals, and advance understanding of the law and citizen rights by the public. To this end, ABA ROLI has established partnerships with a wide range of actors, including institutions in the justice sector (judges, prosecutors, public defense offices, mediation offices and national human rights institutions, investigators, and police), civil society organizations, bar associations, legal aid organizations, and
lawyers, among others. ABA ROLI’s work in Africa spans a variety of programing around the rule of law, access to justice, atrocity prevention as well as human rights protection and promotion. ABA ROLI’s Africa Division has country offices across the continent, including in Benin, Burkina Faso, Central African Republic, Democratic Republic of Congo, Gambia, Liberia, Niger, South Africa, Sudan, and Uganda.
Program Overview:
ABA ROLI is hiring a full-time Program Officer (PO) to support two programs in Angola aimed at promoting the rule of law and press freedom in the country. A majority of the Program Officer’s efforts will be focused on the Promoting Rule of Law in Angola project, which aims to strengthen and foster trust in Angola’s judiciary, primarily by (1) strengthening Angola’s legal framework for judicial independence, (2) improving citizen abilities to demonstrate awareness of their legal rights and responsibilities, and (3) increasing the ability of Angola’s judges and courts to manage and adjudicate cases fairly and effectively.
The second project the PO will assist on, Promoting Press Freedom in Angola, is aimed at providing technical and financial support to civil society, especially journalists, to increase understanding of media rights and freedoms, including the context of how to understand, investigate, and hold corrupt acts and human rights violations accountable in Angolan society. Its principal objectives are to: (1) provide investigative training to journalists in the areas of anticorruption, human rights, social inclusion and recognized norms for journalism and press freedom, (2) empower journalists to be advocates for free

speech engaging government as agents of change, and (3) provide journalists with strategies and methodologies for reaching populations in remote parts of Angola.
Job Summary:
The Program Officer (PO), who will be located in Luanda, will contribute to strategic planning, coordination and technical monitoring of the program. The Program Officer supports compliance with program requirements such as donor reporting and monitoring and evaluation and supports coordination and oversight of local organizations that have received subgrants from ABA ROLI. The Program Officer works under direct supervision and reports to the Country Representative.
Principal Duties/Job Responsibilities:
• Support and participate in program implementation including work plan development, planning and implementation of activities.
• Monitor and prepare briefs on the political and institutional context, in particular with regard to the thematic areas of the projects.
• Support and/or participate in reflection initiatives in the program’s intervention areas.
• Participate in the development of proposals and supporting budgetary requirements.
• In coordination with the Field Finance Manager, conduct procurement processes for expenses according to ABA ROLI’s policies, collect quotes and prepare tender documents when required, and prepare service contracts for partners, short term and long-term contractors.
• Support the Staff Attorney and Field Finance Manager in the management and oversight of local organizations that receive subgrants from ABA ROLI.
• Provide support to and be accountable for the administrative tasks for activities such as booking venues, making vendor payments, collecting receipts, and compiling activity expense reports for the Washington, DC office in coordination with the Field Finance Manager.
• Identify and promote information sharing between the two programs and various stakeholders, as well as with other implementers in the country.
• In coordination with other staff, consolidate narrative and financial reports from sub-grant recipients and support the DC office in its review of the reports.
• Assist in the preparation of monthly and quarterly narrative reports of the program.
• Write presentations, briefing and briefing notes, minutes of meetings and activities.
• Initiate and follow the administrative procedures for travel, in close consultation with the Field Finance Manager.
• Write outreach, information, and communication materials.
• Perform other related duties as required.

Qualifications:
Education and Training

• University degree or equivalent in Law, Political Science, International Relations or related disciplines;
• Strong understanding of the institutional framework around judicial systems;

• Understanding of or interest in the national context in Angola relating to judicial processes, human rights advocacy, journalism, and press freedom, including extensive knowledge of Angolan civil society, judicial and media sectors;
• Understanding of program development and management;
• National or permanent resident of Angola;
• Previous experience in NGO projects in Angola;
• 3+ years of experience in similar roles;
• Experience in managing procurement processes and managing service contracts and / or sub- awards for civil society organizations;
• Experience in the design and drafting of briefing notes, presentations, reports;
• Professional experience within a multicultural team;
• Strong English and Portuguese skills both written and spoken;
• Mastery of office tools and systems (Word, Excel, PowerPoint, etc.).
