The American Bar Association Rule of Law Initiative (ABA ROLI) seeks a part-time Program Officer (PO) in Fiji to support the management and implementation of a U.S. Department of State-funded program entitled, “Right to Resilience: Community-Led Advocacy for Human Rights, Political Participation, and Good Governance in Island Communities Impacted by Climate Change”. The PO will work closely with the Program Advisor–Fiji and will be expected to assist in coordinating activities implemented by ABA ROLI and partner organizations in Fiji and Samoa. A typical day for the PO might include preparing for and co-facilitating a workshop on community-based monitoring; holding calls with sub-awardee partners to discuss activity progress; and drafting a program progress report to be submitted to headquarters. Since this is a regional program, the PO may be called upon to work early mornings or late nights to participate in meetings with colleagues in different time zones.

The candidate should have at least three years of relevant work experience. Experience working on programs related to climate change and human rights in Fiji and in the region would be an advantage. Ideally, the PO would also have prior experience supporting donor-funded programming, preferably programs funded by the United States. This position will be based in Fiji and will report to the Portfolio Management Unit staff in Washington, DC.

The PO will be hired as a part-time consultant on contract through ABA ROLI’s Washington, DC headquarters. This position will primarily be a telework position, with occasional required travel or in-person meetings. The part-time consultant is required to work approximately 15 days per month or more when needed.

Responsibilities:

• Responsible for day-to-day administrative tasks related to the implementation of the Right to Resilience Program

• Work closely with the Program Advisor in Fiji to ensure all programmatic requirements are met in accordance with ABA ROLI and donor policies as well as local law

• Monitors activity implementation and regularly communicates progress to the ABA ROLI team

• Attends meetings and events on behalf of ABA ROLI

• Stays abreast of relevant developments in Fiji and topics related to climate change and human rights

• Assists in organizing and participating in program activities

• Supports partner organizations through capacity building activities and compliance monitoring

• Supports monitoring and evaluation of program activities

• Builds and maintains professional relationships with a range of program stakeholders, including volunteers, legal specialists, and consultants, as well as partner organizations to fulfill program objectives within specific budget constraints

• Ensures personal and program compliance with applicable anti-corruption laws

• Provides support, as needed, to other ABA ROLI programs and business development efforts

Required Qualifications:

• University degree in law, environmental studies, sustainability studies, global affairs, public policy, international relations, or another relevant field

• Familiarity with rural and Indigenous communities in Fiji and the impact of climate and environmental change on these communities

• Minimum of three years of work experience in international development, program management, human rights, or a related field

• Willingness to travel within Fiji and possibly overseas

• Legal ability to work in Fiji

• Ability to communicate effectively and persuasively in English and Fijian, both verbally and in writing

• Ability to work independently and as part of a team

• Proficient in MS Office applications, particularly Excel

Preferred Qualifications:

• Strong facilitation and coordination skills

• Professional experience related to climate change and human rights, Indigenous rights

• Prior experience implementing donor-funded programs

• Experience collecting and analyzing program data for donor reporting

• Proven ability to think strategically, create implementation plans and budgets

• Ability to build partnerships with multiple stakeholders from different backgrounds

• Experience working remotely
