The Program officer will take the lead in developing proposals for submission to institutional donors. She/he will be expected to play a leading role in researching, developing and planning fundraising projects and proposals in the different sectors on WHLO thematic areas, meeting specific donor requirements and expectations. The main activities are as follows:
Duties and Responsibilities Program Officer:
Performance of the PO will be evaluated according to the following indicators:
- Provides backing to the team by providing strong research support across communications, marketing, engagement, developing proposals, drafting budgets, fundraising and corporate profile development functions.
- Review and evaluate incoming proposals from groups worldwide, acquire supplementary information/research as needed.
- Seek endorsements and communicate with advisors on grant proposals.
- Write reports and analyses of programmatic activities.
- Support the preparation of the programs budget.
- Oversee administrative duties within the programs team including database management and grants administration.
- Develop strategic grant making priorities for a region.
- Maintains and applies strong knowledge of international and economic development market, donor trends and relevant grant-making rules and regulations.
- Identifies opportunities to build on engagement of stakeholder and funder groups (DONORS).
- Plays a role in the identification, development and analysis of new and existing opportunities to augment or enhance related departmental activities; provides appropriate recommendations and strategies
- Plays a lead role in the development of white-papers and position papers, including planning, research, and writing of documents (Proposals and Reports).
- Supports the development, collection and analysis of departmental metrics and evaluation; acts as a key team member in cross-departmental communication projects and feedback loop.
- Develop, negotiate, and manage partnerships with the DONORS especially with UN agencies.
- Update and contribute to the implementation of the methodology of Donor’s partnership.
- Provide research work on increasing contributions from international agencies fund-raising activities.
- Participate in the evaluation of the fundraising activity and provide recommendations.
- Assist in managing contributions, monitor flow of mobilized resources.
- Identifies and tracks relevant project program compliance requirements and opportunities for innovation and program expansion within compliance parameters.
- Coordination of activities and communications with all relevant Donors to strengthen relationships, including preparation of reports for donors.
- Following up on audit/Donor recommendations. All exceptions are timely reported.
- Preparation and contribution to the regular reports on outputs and outcomes as required.

Financial Terms of appointment:
The position is offered for an initial period of 1 year with 500 USD salary per month living allowance, coverage of all accommodation, and travel costs (1 round ticket for the contract period).
