After Dorcas worked in Yemen in 2019 and 2020 through partnerships in food security activities, Dorcas registered in 2021 and is building up operations with a small team focusing on FSL and WASH and possible new sectors such as Protection, including MHPSS. Dorcas is member of the Dutch Relief Alliance and will participate in the Yemen Joint Response 2022-2023.

Program manager

(Aden, Yemen, non-family posting)

Purpose of the position

As our program manager you will be based in Aden and develop programs for the Dorcas Yemen organization, within the framework of an agreed country annual plan. You provide leadership and integral management to your program team and will frequently travel to project implementation areas in the southern part of Yemen.

You will be responsible for:

  • developing programs in line with Dorcas policies and the annual plan, aligning with identified funding opportunities;
  • in line with donor requirements, ensuring the management and monitoring of high quality implementation of humanitarian assistance, recovery and development projects;
  • providing leadership through managing, capacitating, coaching and providing technical advice to local staff and partner organizations in project implementation;
  • supporting logistic, financial and administrative project affairs, incl. budget design and monitoring of expenses;
  • developing new projects proposals for institutional donors;
  • ensuring timely submission of internal reports and reports to institutional donors according to their requirements;
  • representing Dorcas and networking with relevant donors, government institutions and other stakeholders;
  • active participation in the country management team, incl. strategy and policy development.

Job Requirements:

  • MA/Msc degree preferably related to FSL, WASH or Protection. Candidates with a BSc degree that have extensive relevant experience are also invited to apply;
  • At least 5 years relevant field experience in one or more of our focus sectors; and at least 3 years program management experience;
  • Experience in managing and coaching teams;
  • Experience working in fragile/conflict-prone contexts is a strong advantage;
  • Expert in humanitarian assistance & recovery and Nexus programming;
  • Experience in working with partner organizations and providing coaching and capacity building;
  • Experience in writing proposals, raising funds and managing projects funded by institutional donors;
  • Settled character with ability to cope with stressful, delicate and possibly unstable situations;
  • Capable to pursue, set goals and to achieve them;
  • Flexible with strong interpersonal and communication skills;
  • Fluent command of English and Arabic (both verbal and written);
  • Being a Christian and full support of the mission and vision of Dorcas;

Dorcas offers the opportunity to become part of a growing International NGO with a dedicated team of professionals. Dorcas offers a suitable pay and benefits package that is justifiable to our donors. Furthermore, you will be offered an initial 12 month contract. Depending on continued funding, your performance and fit with the organization and staff, the contract will be extended.
