JOB BRIEF
The Program Manager (PM) is a key member of the Africa Center’s West Africa, Central Africa and Sahel Programs. The role will be responsible for overseeing program progress towards objectives and the calendar of program activities, ensuring that they are implemented on schedule, overseeing procurement, reporting and financial management activities, and leading on operations, compliance, and human resources management. This position is based in Washington, DC, and reports to the Director of West Africa and the Sahel and requires limited travel to the region. The position will supervise HQ and regionally based staff in close coordination with the Director, West Africa and Sahel Programs and other Program leaders.

TARGET SALARY RANGE

Grade 12 – $94,199-$97,339

The Institute uses the General Schedule salary tables for administering compensation. Offers are determined based upon candidate qualifications, related experience, internal equity, and the amount budgeted for the position.

Program Coordination and Planning:
• Coordinating, in consultation with the Resource Manager and Program leads, the prioritization and implementation of the West Africa, Central Africa, and Sahel programming.
• Maintaining the overall program calendar and coordinating different work streams with the in-country team and Washington-based initiatives.
• Determining and establishing, in consultation with the Resource Manager and program leads, weekly, quarterly and annual milestones and work plans.
• Ensuring that all program activities are implemented within program timelines in a manner that meets program standards and objectives.
• Maintaining communication and collaboration with relevant USIP departments/divisions/teams.

Field Operations and Finances:
• Providing financial and operational oversight of USIP offices in the region, including legal status for operations, office space, mechanisms for the safe disbursement of funds, and overseas safety and security.
• Provide oversight and project management for activities and operations for the for regional programming initiatives, including setting up financial monitoring systems and tools and training staff on procurement, contracts and financial reporting.
• Serve as Contracting Officer’s Technical Representative (COTR), maintain contract administration records, including copies of all contract deliverables, and reviews and accepts reports and deliverables to confirm the Contractor is meeting the terms and conditions under the contract.
• Oversight, compliance and reporting function, trouble-shooting operational roadblocks.

Human Resources Management:
• Direct supervision of an HQ-based staff, as well as possible regionally based staff.
• Acting as chief of staff for possible future country-based staff through tracking human resources indicators, developing the staff performance evaluation framework, and overseeing recruitment and hiring for all positions.
• Setting standards for adaptive management and leadership among a diverse team.

Management and Representation:
• In collaboration with the Resource Manager and program teams, support monitoring, evaluation, learning and knowledge management for the program.
• Coordinating efforts to generate optimal representation of the Africa Center programming initiatives in internal and external events, and to disseminate strategic information about USIP’s programs and research findings.
• Making limited overseas trips to observe and support programs, to train, onboard or coach staff and partners, and to meet with stakeholders and partner organizations.
• Coordinating the identification, preparation and submission process of all West and Central Africa and regional programming initiatives requiring final management decision by the Director, West Africa and the Sahel.
• In collaboration with the Director, West Africa and the Sahel, support monitoring, evaluation, learning and knowledge management for the program.

QUALIFICATIONS
• Bachelor’s degree with six (6) years of experience in international relations or related field is required. Masters degree with four (4) years of experience is preferred.
• A minimum of six (6) years’ of experience in program management, coordination, human resources management, business administration, oversight or compliance, preferably with field implementation experience in a post-conflict setting.
• Track record of working in countries with complex environments, integrated policy and program activities, and in programs of comparable size to the regional and West Africa, Central Africa, and Sahel program initiatives.
• Proven supervisory experience, including managing staff in remote locations and monitoring performance in a cross-cultural setting.
• Demonstrated project design, implementation, and monitoring & evaluation skills.
• Strong interest and experience with innovative and adaptive programming.
• Excellent communication skills, including the ability to mobilize peers, and write effectively in a variety of formats for a variety of audiences.
• Additional language skills (Arabic, French or other language) a plus.
