Opportunity

The ACES project is designed to help USAID Missions, Bureaus and Operating Units (OUs) use open innovative program designs and competitions; support the scaling of proven innovative solutions; crowd in private capital to support local innovation growth; and promote the deployment and uptake of proven innovative solutions that address development and humanitarian challenges through the delivery of customized technical assistance, advisory support, investment facilitation, delivery of grants under contract, partnership and investor networking support, monitoring and evaluation, and communications. The position will be based in Rockville, MD and is contingent upon project award to Abt Associates.

Key Roles And Responsibilities

  • Provide senior-level technical and administrative management for the project, ensure timely implementation of project activities and effective financial and personnel management.
  • Provide quality control across all project deliverables
  • Provide financial, contractual, and operational leadership and support across the project, ensure contract compliance, and coordinate with clients on issues related to contract management.
  • Work with the Chief of Party (COP) to ensure that program approaches are technically sound and grounded in innovative approaches to development challenges.
  • Work with technical managers to develop and manage activities, activity budgets and operations.
  • Ensure management information systems are maintained and updated regularly according to Abt Associates policies to ensure systems reliability

Preferred Qualifications

  • Bachelor’s degree in business administration, public administration, public policy, or a related field and 15 years of relevant experience OR Master’s and 12 years of relevant experience.
  • At least 5 years of progressively responsible work experience in managing complex projects of $80+ million or a similar size and scope to ACES.
  • At least three 3 years of overseas field experience working in one or more developing countries.
  • Preferred experience in developing or supporting the development of innovative approaches to development challenges.
  • Expert-level working knowledge of USAID rules and regulations.
  • Experience managing grants under contract (GUC) highly preferred.
  • Experience overseeing implementation of a diverse range of technical activities.
  • Well-developed and effective organizational skills, including an ability to multi-task and work in a high-pressure environments.
  • Demonstrated experience interacting with government agencies, civil society counterparts, and international donor agencies.
  • Previous direct supervisory experience of professional and/or support staff.
  • Excellent verbal, written, interpersonal, and presentation skills in English.

Bachelor’s Degree + Fifteen years of relevant experience, or Master’s Degree + Twelve years of relevant experience, or PhD + Ten years of relevant experience
