CARE USA

The Program Manager (US Programs) will report to the Deputy Director (US Programs) and will provide critical program management and partner management roles. Specifically, the Program Manager will:
– Lead execution and impact measurement of domestic cash assistance programs, in emergency and non-emergency situations;
– Communicate learnings on cash assistance work internally and externally, including with funders;
– Lead on a range of measurement, evaluation, and impact work for the US Programs team;
– Provide occasional administrative support to the US Programs team; and
– Help manage the Program Officer on tasks related to internal and external reports, trainings, and program execution.

Responsibilities:

  1. Project Management
    • CASH ASSISTANCE
      • Develop and lead project management plans for CVA projects for emergency response efforts.
      • Support in building the cash for refugee program, including new partner scoping, and promotion/funding materials.
      • Support on partner scoping calls, co-lead meetings with partners.
    • EMERGENCY RESPONSE
      • Emergency Response Program Support: participate in partner outreach calls, partner scoping, planning.
      • Support in drafting emergency appeals, reports, alerts.
  2. Evaluation and Measurement
    • Refine/revise recipient criteria in coordination with Impact, Learning, Knowledge, and Accountability and Cash Transfers teams as needed.
    • Create eligibility criteria for USP projects.
    • Support in the definition of impact metrics for USP projects .
    • Develop monitoring & evaluation plans and lead in gathering and reporting on impact metrics.
    • Maintain communications/knowledge sharing platforms.
    • Support data collection for emergency response, participate in MEAL trainings as needed.
  3. Administrative Duties
    • Liaise between Award management team and USP.
    • Draft and manage MOU’s, DDAs, PFA’s and track milestones accordingly.
    • Serve as primary contact for all partners on issues related to payments and milestone tracking.
    • Support team with Salesforce needs alongside finance manager.
    • Manage team documents on Sharepoint and Google Drive.
    • Provide CARE Package Relief program and logistic support.
    • Author, organize, & curate materials needed for Emergency response development.
  4. Relationship management
    • Serve as primary relationship manager for cash voucher (CVA) project partners
    • Support digital team when creating online appeals during an emergency.
    • Liaise with the CARE humanitarian team to provide updates, coordinate trainings and lead After Action Reviews.
    • Connect stakeholders to appropriate USP information and team leads.
    • CVA card related customer service and problem solve technical issues.
    • Work closely with the fundraising and marketing team to leverage CVA.

Qualifications:

  • College degree (e.g., social sciences, statistics, public policy) or equivalent combination of education and work experience.
  • 2-4 years experience in non-profit program design and execution.
  • Ability to collect, analyze, and present impact measurement outcomes.
  • Instinctive problem-solver.
  • Passion for gender and racial equity.
